Wanamingo Township Meeting Minutes
January 16, 2025

The meeting of the Wanamingo Township Board was called to order at approximately 5:30 PM on Thursday, January 16, 2025, by Chairman Tom Shane. The Pledge of Allegiance was said. Members present were Supervisors; Tom Shane, John Hegseth and Kerry Olson. Clerk; Tamra Berg and Treasurer; Nancy Hegseth. The clerk’s report was read. Motion by Kerry to approve the minutes. 2nd by Tom. Motion carries. The treasurer's report was read. Motion by Tom to approve the treasurer's report. 2nd by Kerry. Motion carries.
Nancy mentioned there are two outstanding checks for the Fire Contract and the County.
 
Motion by Tom to pay the bills. 2nd by John. Motion carries. Motion by Tom to pay Kerry. 2nd by John. Kerry abstains. Motion carries.
 
Old Business:
Planning & Zoning: Tom was not able to follow up with MAT concerning our solar concerns. Discussion that a 4-7 acre site can support a 1 megawatt solar farm. Should there be restrictions on A1 land? Should this be brought up at the annual meeting so the residents can voice their opinion? How to get information to the residents? Zumbrota Shopper is no longer mailed out. Have a flyer sent?
                Road Updates: Kerry said there was not much going on.
                Fitzgerald Pit: will keep this on the agenda as a reminder the IUP expires in April.
                No updates on the 60th Ave culvert.              
                Kerry completed his Board of Appeal Training.
                Kerry filed for supervisor. Nancy did not file for treasurer.
                There is a Township Day at the Capital, January 27, 2025. A free bus is offered.
 
New Business:
December calls for service were 42
                Absentee Voting materials will be picked up by Kerry from Monday, Jan 27 - Wed., Feb. 5. Tamra will let the County know. Absentee voting begins on Friday, Feb. 7.
                Tamra received a notice from Xcel regarding their application to increase electric rates. Majority of the township has REA for their electricity needs.
                Arrow Tree Works sent an email to board members.
                Wanamingo Township’s Board of Appeal and Equalization meeting to be on Tuesday, April 22, 2025 at 11:00 am at the Wanamingo Townhall. Tom will be on vacation from April 4 - May 10 so he will not be in attendance.              
                The Goodhue Township Officer's Meeting will be on Sat. Feb. 1, 2025 in Zumbrota
                Tamra is on vacation from Monday, Jan. 27 to Thursday, Feb. 6.
                 MAT sent an email regarding the District 4 Special Election on Feb. 6
                Motion by Kerry to appoint Chad Quiggle, Kim Thompson, Tamra Berg, Tom Shane and Leah Shane as election judges for the March 11 election. 2nd by Tom. Motion carries.
                Motion by Tom to allow Tamra to appoint 2 judges to the Ballot Board for the March 11 election.  2nd by Kerry. Motion carries.
                Tamra received an email for a 2025 Citizen's Academy from the Sheriff's Dept. These are 10 classes for 3 hours each. No one was interested in attending.
                The Board of Audit will need to be held at the Feb. 20th meeting.
                There will be a Spring Officers Training on March 18 in Rochester.
                The 2025 mileage rate is now at 70 cents a mile
                2024 W-2's have been distributed.
                Kerry plans to ask Sawdust Savage for an updated estimate for tree removal on 110th by Halverson's.
                The outside lights on the town hall are not working. Not sure if they are dusk to dawn. Tom will have Shane Electric look into it.
                Tamra will do the Worker's Comp Audit and send it to MATIT.
                Tamra received an email for 2025 Boundary and Annexation Survey (BAS) (voluntary) from the Census Bureau. This is to let them know if there are any changes to boundaries or any annexation in the township.
           
Other Business: Kielmeyer has submitted an extended gravel contract for 2025. Motion by Tom to accept the contract. 2nd by Kerry. Motion carries. Contract was signed and Tamra will get it mailed.

Wanamingo Township Meeting Minutes
 February 20, 2025
 
The meeting of the Wanamingo Township Board was called to order at approximately 5:32 PM on Thursday, February 20, 2025, by Chairman Tom Shane. The Pledge of Allegiance was said. Members present were Supervisors; Tom Shane, John Hegseth and Kerry Olson. Clerk; Tamra Berg and Treasurer; Nancy Hegseth. The clerk’s report was read. Motion by Tom to approve the minutes. 2nd by Kerry. Motion carries.
 
County Commissioner; Todd Greseth was present. Tom asked Todd about solar. Goal is to try to keep them smaller. Prairie Island Nuclear asks for a reduction in taxes every year. Our township did do a resolution delegating cannabis retail registration to the County. Megan Smith is the new land use administrator. Tom said that he had heard light rail would be coming to Rochester with a park and ride at the north Menards. Todd stated that Pine Island did an annexation in order to build a data storage facility. Todd was thanked for attending.
 
The treasurer's report was read. Motion by John to approve the treasurer's report. 2nd by Kerry. Motion carries. Tricia Bauer attended to see what the treasurer’s job entails.
 
Present Bills: Motion by John to pay the bills. 2nd by Kerry. Motion carries. Motion by Tom to pay Kerry. 2nd by John. Kerry abstains. Motion carries. Tamra did mention to the board that we currently have 2 credits, $227.74 with John Deere and $128.10 with RDO.                 
 
Old Business:
Planning & Zoning: The Zoning Board met on Tuesday, Feb. 11. They discussed having a public informational meeting and/or have a moratorium. Use a CPI rating? Tom shared a follow up letter from MAT concerning solar. Tamra shared the Stanton Township’s solar ordinance. It was decided to bring up the solar issue at the annual meeting.
Tom made a motion to approve the Resolution to Establish Permit Fees. 2nd by Kerry. Motion carries.
             
Road Updates: Kerry said there has been no snow to plow. He has been working on 408th Ave Way pushing snow back. The road is icy and having salt in the rock has helped. The spreader is fixed on the plow truck. Kerry noticed the culvert on 70th Ave, south of Rae Rusnak’s, is collapsing with a divot between the shoulder. He found it when mowing and took pictures. It is undermining. It would need a 60-inch culvert. He got a quick bid of $18,000-$20,000 from O’Brien. Still need bids for the 425th culvert repair.
                Tom was contacted by the bank about the letter of credit for Fitzgerald. It is due in April. Tom will call Jason. The IUP was only good for one year so Jason would need to be issued a new IUP.
                Kerry will wait until spring to discuss the road maintenance on 400th Ave.
                Tree Trimming on 110th Ave.: Halverson’s said it is okay to make a pile in the pasture. Tom and Kerry will work on it. Bid was for $2000. Tom will need to keep track of his hours as he is doing work outside of his supervisor’s position.
                No updates on 60th Ave culvert         
                John, Nancy and Kerry attended the Goodhue Township Officer's Meeting on Sat. Feb. 1, 2025 in Zumbrota.
                Kerry attended the Wanamingo Fire Meeting on Mon. Feb. 3.
                Wanamingo Township’s Board of Appeal and Equalization meeting will be on Tuesday, April 22, 2025 at 11:00 am at the Wanamingo Townhall.
                Diane Johnson, was elected as the MAT District 4 Director for the remainder of the open term replacing Gary Burdoff.
                Tamra mailed out 8 absentee ballots per the State’s requirement.
                Spring Officers Training will be March 18 in Rochester
                Tom has gotten the dusk to dawn outside lights on the town hall repaired
                Tamra completed the Worker's Comp Audit
 
New Business:
January calls for service were 38. There were a lot of traffic stops.
                Absentee voting began on Feb. 7. Kerry picked up those supplies. Office will need to be open on Sat. March 8 from 10 AM - NOON and till 5 PM on Mon. March 10. The Township Election will be Tues. March 11, 2025 with voting from 5 - 8 PM. The annual meeting will follow. The Board of Canvass follows the meeting. Topics: 90th Ave Bridge, upcoming road repairs, reports for Fire and Ambulance, Planning and Zoning, and Road Maintenance and Equipment. Donations, bounties, solar and levy. Kerry will write up a road report.
                The township is not interested in the Minimum Maintenance Road signs available for sale from the County
                Rae wants her credit card removed from website Doteasy. Tom said his card could be used. Tamra will check to see if we could pay from the checking account.
                Tom's cell number is updated on the website
                Tamra suggested having a newsletter for Wanamingo Township if the board is interested. Tricia Bauer has offered to create labels. Motion by Tom for Tamra to create, print and mail a newsletter to the township residents. 2nd by John. Motion carries.
                Tricia Bauer has expressed interest in the Treasurer position and will have to be a write-in. Will note that in the newsletter.
                Kerry should do the Road Inspections as he is the maintenance person.
                Tamra received a thank you from Emmanuel Church and a letter from the Goodhue County Fair requesting a donation.
                Annual election and meeting notice will need to be published and posted
                The supervisors reviewed the Board of Audit with the treasurer and clerk locating random canceled checks and deposits selected by the supervisors. Reporting forms and statements were reviewed.               
Other Business:  It was questioned if the township should get money for the sand removal from Fitzgerald.  Check with County? Also noted that Leon township lowered their levy.

 March 20, 2025
 
Before the meeting the Clerk, Tamra Berg swore in Kerry Olson for Supervisor and Tricia Bauer for Treasurer.  The meeting of the Wanamingo Township Board was called to order at approximately 5:30 PM on Thursday, March 20, 2025, by Chairman Tom Shane. The Pledge of Allegiance was said. Members present were Supervisors; Tom Shane, John Hegseth and Kerry Olson. Clerk; Tamra Berg and Treasurer; Tricia Bauer.
 
Building Permits: Matt Roth was applying for a permit to build an Ag shed. Motion by Tom to approve the permit. 2nd by Kerry. Motion carries. Ryan Amundson was applying for a permit to build an Ag shed. Motion by Tom to approve the permit. 2nd by John. Motion carries. Wayne Lexvold appeared before the board to inform them of the intent to build a new manure pit. The location is on County #1. The County’s Land Use Management wanted the township to be aware of this. Motion by Kerry to approve the new manure pit. 2nd by Tom. Motion carries. Larry Grove was applying for a building permit for construction of living quarters within an existing shed with intent to use the same well and septic as the main house. Motion by Tom to approve the permit. 2nd by Kerry. Motion carries.
 
The clerk’s report was read. Motion by Tom to approve the minutes. 2nd by Kerry. Motion carries. Motion by John to approve the treasurer’s report as read. 2nd by Tom. Motion carries. Money will have to be moved from the money market to cover the bills.
 
Tamra was unable to print out the claims list but had printed each individual claim and had the supervisors sign them. Motion by Tom to pay the bills. 2nd by John. Motion carries. Motion by Tom to pay Kerry. 2nd by John. Kerry abstains. Motion carries.
               
Old Business:
The Planning and Zoning Board would like public input regarding solar. Tom made a motion to have a moratorium for one year on any solar installations in the township. 2nd by John. Motion carries. Tamra will write it up and post it on the bulletin board at the town hall.
                Road Updates: Kerry said the last snowstorm ended up being nothing to worry about. Gravel has been applied. Kielmeyer had requested a pre-payment, but the board will pay when the gravel has been applied and billed accordingly. Tom noticed when he had plowed on the previous snowstorm that the road by Ron Thompson needs to be crowned
                Tree Trimming: Arrow Tree Service could be another company to get a bid for the tree by Halverson’s.
                Tom had talked with Jason Fitzgerald about the mining pit as he had received a call from the bank that the letter of credit would be expiring. Jason said he was good to go for planting. Tom will make a physical inspection of the property.
                The 60th Ave culvert still needs to be addressed with Holden Township
                Tamra, John and Kerry attended the Spring Officers Training March 18 in Rochester     
                Wanamingo Township’s Board of Appeal and Equalization meeting to be on Tuesday, April 22, 2025 at 11:00 am at the Wanamingo Townhall. Tom is on vacation.
                There was good feedback on the township newsletter that was sent. We will plan on doing it again next year.
               
New Business:
February calls for service were 33 with 21 traffic stops
Election results were: Supervisor; Kerry Olson 13 votes, Treasurer; Tricia Bauer 10 votes with 3 blanks. We had 13 ballots cast with 4 being absentee.     
Annual Meeting agenda items:
No motion was made at the annual meeting to donate to the Goodhue County Fair Board.  Tom made a motion to donate $400 to the Goodhue County Historical Society. 2nd by John. Motion carries. Tamra did let the board know that no donation was made in 2024.
Tom made a motion to keep the levy the same. General $30,000 Road and Bridge $152,000 Fire $24,000 Total $206,000. 2nd by John. Motion carries.
Tom made a motion to offer a bounty of $20.00 per coyote and a $1.00 bounty per gopher plus ½ cost of bait. 2nd by John. Motion carries.
Motion by Kerry to approve March 10, 2026, for the township annual election and meeting with the same voting and meeting times as 2025. 2nd by Tom. Motion carries.
Received an email from Goodhue Historical Society requesting a donation
Tom is on vacation April 4 – May 10, so we will do the reorg meeting in May        
Tricia will need to be set up at the bank and get her email to the County and State        
               
Other Business: Tom brought up concerns about a lot of garbage on 90th Street. This is a newer resident to the area. Tom and Kerry will go and talk to them. There is also garbage by Ron Thompson mailbox. Tom and Kerry will talk to him as well.

April 17, 2025

The meeting of the Wanamingo Township Board was called to order at approximately 5:35 PM on Thursday, April 17, 2025, by Vice-Chairman John Hegseth. The Pledge of Allegiance was said. Members present were Supervisors John Hegseth and Kerry Olson. Clerk; Tamra Berg and Treasurer; Tricia Bauer. Supervisor; Tom Shane was absent.

Building Permits: Jason Bauer was present to apply for a building permit to build a house for Leslie Blakstad. This will be a replacement dwelling. Motion by John to approve the permit. 2nd by Kerry. Motion carries.

Motion by Kerry to approve the minutes. 2nd by John. Motion carries. Motion by Kerry to
approve the treasurer’s report. 2nd by John. Motion carries. 

Micky Nesseth then joined the meeting to apply for a building permit to build a 40 X 64 Ag shed. Motion by Kerry to approve the permit. 2nd by John. Motion carries.

Motion by Kerry to pay the bills. 2 nd by John. Motion carries.

Old Business:
Planning and Zoning: The board met on April 8. No replacement named for Rae yet. They would like to see the moratorium include alternative energy. Jeff Engstrom had heard that in Rice County residents are being approached about wind turbines. Motion by Kerry to amend the current moratorium to include any alternative energy sources. 2 nd by John. Motion carries.
Road Updates: Kerry has bladed the Soil Center Road (110 th Ave). It is getting a lot of traffic due to this time of year. There is loose rock and it’s too dry when blading. Kerry will talk to them about paying for gravel. The road inspection has been completed. Nick Overby had called saying he had a badger digging in the ditch. Kerry called the DNR and badgers are a protected species so they can’t be killed. They are nesting and will eventually move. We need some rain to help getting the gravel to settle.
It was decided to wait on tree trimming.
The Fitzgerald Pit looks to be pushed in when checked by John. Tom had also made a prior inspection and found the project completed. Tamra had emailed the County to let them know. The letter of credit from the bank has been closed out.
No updates on the 60 th Ave culvert as Tom has been working with Matt Voxland on it.
425th Culvert: bid of $20,087.51 received from Tim Hinrichs. This is the lowest bid received. Motion by John to accept the bid from Tim Hinrichs to replace the culvert on 425 th Ave. 2 nd by Kerry. Motion carries, Work to start asap.
Reminder that the Wanamingo Township’s Board of Appeal and Equalization meeting will be on Tuesday, April 22, 2025 at 11:00 am at the Wanamingo Townhall. Tom is on vacation (April 4 – May 10) so cannot attend.
We will do the Reorg meeting when Tom gets back from vacation
Tricia has been set up at the bank and the County has been notified.

New Business:

Tamra has set up the Website payment in her name. Prices have increased.
MAT had sent out a Fire Contract Survey. No one did it.
Jim Yngsdal had called about a culvert issue. Kerry said it was on his field approach driveway, but he did take care of it.
We received a refund from MATIT. Excavator was removed from the insurance.

Other Business:
Tom and Kerry did make a visit to the residents on 90 th Ave with the garbage issue but no one was home. They also spoke to Ron Thompson about his garbage by his mailbox and Ron did get it burned.

May 15, 2025

The meeting of the Wanamingo Township Board was called to order at approximately 5:30 PM on Thursday, May 15, 2025, by Chairman Tom Shane. The Pledge of Allegiance was said. The members were Supervisors Tom Shane, John Hegseth and Kerry Olson. Clerk; Tamra Berg and Treasurer; Tricia Bauer. Motion by Tom to approve the minutes. 2nd by Kerry. Motion carries.

Tim Hinrichs with Final Grade Excavating LLC was present to review the bill for the 425 th
Ave culvert. There is a field approach culvert west of the new culvert that is plugged. Property is owned by a David Stoen. Field approaches are the landowner’s responsibility. Will monitor to see if it affects the new culvert. Tim also left an estimate for culvert repair on 70 th Ave. Will need to get other bids for that as well.

Todd Greseth was present. He stated taxes are expected to go up. The new paid leave
program may need 400 employees to run it. Kerry mentioned that there have been new
posts and signs installed on #8 that are too close to the shoulder, which could pose
problems with large machinery. Holden Township had asked about the ditch trash being
picked up by the County when they are doing the County roads. Townships could save
a trip but would still need to be billed. Tamra mentioned that the County website is not
easy to navigate. Todd was thanked for updating the board.

Motion by John to approve the treasurer’s report. 2nd by Kerry. Motion carries.

Tamra wanted to be clear about the building permit procedure. At the May meeting John had told Micky Nesseth that he needed to go to the Zoning Board first. For simple permits the residents do not need to go through the Zoning Board. John explained that he does not want to see residents just appear at the township board meeting. They should contact the clerk for the information needed for the township permit and to be placed on the agenda.

Old Business:
Planning and Zoning: The amended moratorium is on the bulletin board.
Road Updates: The rock is down. Kerry has been blading and needs to mow the top cut. Grader has been serviced. 425 th culvert is completed. 70 th Ave culvert will need to wait till we have more funds. Kerry needs to get a bill from Kielmeyer for costs to 110 th Ave and he will talk to Paul Wilkus about reimbursement. John thought 110 th Ave towards the north should have a 5-ton weight restriction. He will mention that to them.
Will wait on the tree trimming
Tom will talk to Matt Voxland about the 60 th Ave culvert
The Board of Appeals meeting had no residents appear.

New Business:

Tamra had to complete the SLFRF (State & Local Fiscal Recovery Funds)
The board reviewed the MATIT coverage

There is a MN Public Utilities Meeting/Xcel on May 28 at the Zumbrota VFW

There will be a Town Law Review Meeting on Friday, May 30 in Otsego where lawyers attend to give presentations.

June 19, 2025

The meeting of the Wanamingo Township Board was called to order at approximately 5:30 PM on Thursday, June 19, 2025, by Chairman Tom Shane. The Pledge of Allegiance was said. The members were Supervisors Tom Shane, John Hegseth and Kerry Olson. Clerk; Tamra Berg and Treasurer; Tricia Bauer. Motion by Kerry to approve the minutes. 2nd by Tom. Motion carries.

Building Permits: Daniel Kish was present to apply for a building permit. This is for a replacement dwelling on his great-grandmother; JoAnn Loken’s property. The old house will be burned down, and he will keep the garage. Motion by Tom to approve the permit. 2nd by Kerry. Motion carries.

Old Business:
Planning & Zoning: There is a planned meeting for July
Road Updates: Kerry has been blading. The top cut is done. He has put on the big mower for the big weeds. He and Tom have been trimming trees. He put some rock and grass seed down by the 425th culvert. He is seeing a lot of tree branches encroaching over the roads.
Tom has touched base with Matt Voxland concerning the 60th Ave culvert. The bid from Schumacher’s is approx. $50,000 with each township paying half. Holden is looking at FEMA money to help with the cost. Will continue to wait on this project.
Update on 110th : John talked with Paul Wilkus and Kerry talked with Matt Thoreson. Looking at a reimbursement of approx. $1500. Ag Partners will have to have a meeting to discuss. They will pay for chloride. Kerry will check if they will do from Hwy 60 to Co. 30. John mentioned the 5 ton signs to Paul. This would be for north traffic. Kerry will order them.
Tamra will need to check outside lights when its dark as had only seen one light working.
Tamra attended the Xcel meeting in Zumbrota. The preferred line is south of Hwy 60 so will no longer go through Wanamingo Township. The line does go through farmland so wondering if that’s so solar can be installed down the road? Many concerned residents were in attendance.

New Business:
May calls for service were 54 (35 Traffic Stops)
Passed out the MAT Official Membership cards
State Demographic numbers as of April 1, 2024; Population: 389, Household: 159.
John stated that he has received a census packet.
Tamra let the officers know about the spoofing email from the County. Will need to check email addresses to make sure you know who it's from.
Tamra received information about the census for 2030
MAT has sent information about Amazon Prime. This can only be used for township purchases.
Kerry has burned up the wood pile at the town hall and intends to use the dirt for back fill on 70th when we do that project.
There is an animal under the building as you can see a hole by the door.

Other Business: Kerry has noticed that the furnace pipe on the shed side is rotten and
needs to be looked at. Tom said he would check it out.

The members present were Supervisors Tom Shane, John Hegseth and Kerry Olson. Clerk; Tamra Berg and Treasurer; Tricia Bauer. Motion by Kerry to approve the minutes. 2nd by John. Motion carries. Motion by Tom to approve the treasurer’s report. 2nd by John. Motion carries. Tricia pointed out that we have received the Property Tax deposit so she will transfer $65,000 from checking into the
money market account. Wondering about the Bear check.

Building Permits: Made the board aware of Andy Romo’s request for a cabin. That section is full, he doesn’t have enough acres and is too close to two feed lots.

County Commissioner: Todd Greseth was present. He stated a new law will be in effect in 2026 allowing hunting rifles in the whole state. Goodhue County can be stricter than the state, so he is getting input as to how the townships feel about it. The County is in budget and union talks. They are almost full staff. The no passing and pass with care signs on County 8 are temporary while the road is resurfaced. Todd also said they are starting up the Sentence to Serve program again. Planning & Zoning: The group met in July and plan to meet in August
Road Updates: Kerry reported that with the June 25 rain there was a lot of washing out on the roads which he had to repair or reblade. Will have Kielmeyer put some rock in place. He is mowing weeds. He has 2 loads of rock by Jeff Engstrom’s’ and 5 loads of rock for 116 th by Darryl Logan’s to put down.
There has been no tree trimming
The 60 th culvert issue is ongoing. Will plan to keep on the agenda so it doesn’t get forgotten.
Kerry has written up a bill for Ag Partners for reimbursement for rock on 110 th Ave. John will deliver it. A letter had been written in 2021 requesting yearly reimbursement. Kerry had not heard anything back from Matt Thoreson concerning this. Kerry has ordered the 5-ton weight signs that will be placed on 110 th Ave going north.
Tamra had checked and the outside lights were working fine.
Tom has fixed the furnace pipe
Unsure what animal is under the building, but Kerry placed some rat poison in the hole by the door entrance.

New Business:
June calls for service were 38
The MAT District 4 Meeting will be on Tuesday, August 12, 2025, in Shieldsville/RSVP by Aug. 1
Kerry will talk with Steve McNamara about our township taking care of our township road across Hwy 52 now that it is more accessible.
Faded/damaged signs still need to be replaced
The Duda’s had asked Tamra if the township will rock and grade resident’s driveways. Some townships do that for a fee, but we will not. Residents can contact Kielmeyer or Hernke’s.

Other Business:
John mentioned that he saw construction on the Broin farm off County #1. The building permit was issued in April of 2024. The expiration date states one year from the date of issue. Tamra will follow up with the County.

August 21, 2025

The meeting of the Wanamingo Township Board was called to order at approximately 5:30 PM on Thursday, August 21, 2025, by Chairman Tom Shane. The Pledge of Allegiance was said. The members present were Supervisors Tom Shane, John Hegseth and Kerry Olson. Clerk; Tamra Berg and Treasurer; Tricia Bauer. Motion by Tom to approve the minutes. 2nd by Kerry. Motion carries. Motion by Tom to approve the treasurer’s report. 2nd by John. Motion carries. Tricia stated that there is still a $425 check to Bear’s Overhead Door’s that is outstanding. Tamra will call them.

Building Permits: Tamra spoke with the County about the township forms with expiration dates. The township form is a Township Zoning Application. We could write up our own forms or put requirements on the form.

Old Business:
Planning & Zoning: Tamra received an email from Kari Nelson about solar in Leon Township. Tamra had sent her a copy of the moratorium we have in place. There are solar companies knocking on doors. The zoning board plans to meet in September.
Road Updates: Kerry stated that the rain we’ve had has been hard on the roads. He has been blading and adding rock when needed. Kerry has also been hauling a few loads of rock. It looks like someone is damaging the intersection by Tom’s. Kerry said it is Ivan Thompson along with a young woman on a gator and 4-wheeler. Kerry also noticed trash by Ronnie Thompson’s mailbox again. Tamra will write up a letter to be sent to Thompson’s. John said the grader must be chattering as there are a lot of roads with washboarding. Kerry will have it looked at.
Update on 110th : Township has received the reimbursement for gravel from Ag Partners. We need a copy of the bill sent for our records. The 5-ton signs are also up.
Kerry has replaced the signs with what we had on hand. He wanted to make sure it was okay for him to order any other ones. Tom and John said to go ahead. County is still working on reestablishing the Sentence to Serve project. It was hoped that we could use them for tree trimming. Kerry did have Arrow Tree Service, look at 408th St. Way as they also have a grinder. The township hired Boyum Brothers several years ago to do that road. It was decided to wait on this and hopefully use Sentence to Serve. Kerry has not done any weed spraying. He did not get re-certified in time for the commercial license. He stated there is a lot of documentation that needs to be done when spraying. Tom said if spraying isn’t done then more mowing needs to be done. John stated he
would like to see the ditches sprayed. Kerry will follow up.
Kerry will maintain 116thAve Way and will continue to have Belle Creek township take care of 400thAve.
60th Ave culvert has no updates
Tamra and Tricia attended the MAT District 4 Meeting on Tuesday, August 12, 2025, in Shieldsville. We voted on a new District 4 Director who is Diane Johnson.

New Business:

Kenneth Lee was asking about the township mowing as he is concerned about the weeds in the ditches
Tamra and Tricia attended the Fire Dept. meeting on August 5. Tamra showed the supervisors the handout we were given with the final costs. The Fire Dept. has done a lot of research into deciding what they need.
Tamra was emailed information on a Disability Grant Application from the County. This is to make polling places more accessible. Only one grant per county.
There is a Legislative & Research Committee Meeting, Fri. Sept 12 in Mankato and it is free to attend
The MAT Annual Conference will be on Thurs. Dec. 11 thru Sat. Dec. 13 in St. Cloud
At the MAT District Meeting we were given a Local Official Joint Letter Opposing Bigger Trucks. Copies were made for the supervisors to sign if they oppose this. Tamra will mail the letters to MAT.

September 18, 2025

The meeting of the Wanamingo Township Board was called to order at approximately 5:30 PM on Thursday, September 18, 2025, by Chairman Tom Shane. The Pledge of Allegiance was said. The members present were Supervisors Tom Shane, John Hegseth and Kerry Olson. Clerk; Tamra Berg and Treasurer; Tricia Bauer. Motion by Kerry to approve the minutes. 2nd by John. Motion carries. Tamra had not sent the Thompson’s a letter as she wanted to be clear on what intersection had the issue. Tom said he will go and talk to Ron about it. Kerry also mentioned that the garbage by their
mailbox is now gone. Motion by John to approve the treasurer’s report. 2nd by Tom. Motion carries. Discussion on the outstanding Bear Overhead check as Kerry had received a call from them. It was decided to print and hold the check just in case the other one clears.

Building Permits: Tamra had gotten a call from Barnhart’s about selling the Kyllo cabin and 2 acres. They wanted to be sure there were no township zoning issues in doing that. Tamra then checked with the County as that was not listed as a building site. The County then moved the “farm site” to the “cabin site”.

Planning & Zoning: Motion by Kerry to appoint Brian Flom to fill vacancy. 2 nd by Tom. Motion carries. Discussion with regards to wind turbines. Tamra has contacted other townships, and they have had to put road restrictions in place so the turbines could not travel on the township’s roads. The supervisors were given a printout of a road ordinance from London township. They will review it. The zoning board would like to hold a public hearing to get residents’ opinions on alternative energy. Will have to find ways to let the township residents know about it besides the public notice in the
newspaper. Use Facebook, posting at bank?
Road Updates: Kerry has finished mowing. He may go around the outer edge before it snows. Kielmeyer has hauled rock on 105th and 90th. Kerry has bladed the roads that are washboarded. The ordered signs are here, and he’ll get them replaced. The 70th culvert is still a concern but due to our current finances and lack of traffic on that road we’ll continue to wait on it. Kerry will get a copy of the bill given to Ag Partners for 110th reimbursement. Truck traffic has been seen going north. Tamra was wondering if Kielmeyer could just bill Ag Partners in the future instead of the township being reimbursed. Ag Partners is also taking care of the chloride application. Discussion concerning 408th St Way to Tom and Chad’s. The property has been sold. Maintaining this road is costly for a single building site. It was also noted that it does not appear on the County’s GIS map. Tom will investigate this and talk with Cory Wersal with the County’s Public Works. Arrow Tree Service did say they could spray 408th St Way in the spring for less cost than trimming the trees.
60th Ave culvert: no updates
John has weed concerns on the Keller property. He talked to Keller to let him know that his pasture is full of weeds. Keller had been sent 2 letters in prior years. Would like a letter on non-compliance sent. If the township must clean it up, how do we get reimbursed? Does Keller get assessed on his taxes?
The County has removed the expiration date on the Township Building Application forms. When we issue them, we can make sure to add a one-year expiration ourselves.

The board will use another company for door repairs going forward.

Old Business:
Planning & Zoning: Will need to set up a public informational meeting to get input from the residents. Tom was wondering if the neighboring township supervisors could get together to discuss the solar issue. It was thought that the subsidies would be expiring. 
Road Updates: Kerry has been blading. Rock is down. Signs are up. The dirt pile at the town hall is gone. The holes on 70th have been filled in. He has seeded the dirt. Working on machinery maintenance. He plans to mow the top edge one more time. He will contact Ag Partners to get a copy of the bill that was sent.
No updates on 60th Ave culvert
The supervisors are still reviewing the London Township Road ordinance
Tamra had contacted the County Land Use about the Keller weed issue
408th St Way: Tom talked with Megan Smith from the County, and they have no record of 408th St Way. The township does not get any money from that road. Tom drafted a letter to be sent to Tom and Chad and Rae Rusnak stating the township will no longer be maintaining that road. Meeting minutes were found from 1985 with a request to maintain the road from 408th St to the bridge. The 408th St Way sign will be removed.
Ron Thompson did not think the road intersection damage was done by his son.
There was also damage at the intersection of 90th and 410th. Tom saw the issue and spoke to the residents. They are renting the house owned by the Lee Brothers.

There is a rotten board under the north town hall door. Tom will check it out.
Tamra will send the township mileage report to the County for 39 miles

Tamra has sent the County the 2026 Levy Certification form
Homestead Application Forms will be sent to all property owners for verification. If the County does not get the forms the property owner will lose their homestead status.
A reminder that Paid Leave will be in effect on Jan. 1, 2026. Tamra will have to get this set up.
OSA (Office of State Auditor) Announces Changes to Township Audit Thresholds.This is for townships that have a combined clerk and treasurer position.

County Commissioner: Todd Greseth stated there has been a change to the DAV ride share program in Goodhue County. The County had been providing their own service and it will be taken over by the DAV, which will mean some cost savings. There will be a 6.5% levy. There may be changes. Tom asked about the property tax increases and asked if fraud is involved. Todd stated the Paid Leave program will be interesting. John asked about the rifles being used instead of shotguns. Todd doesn't want the county to be doing the enforcing. Homestead application forms need to be completed, or the residents will lose their homestead status. They have no new hires. Todd was thanked for attending

Building Applications: Tim Boyum was present to apply for a 60 X 50 Ag shed. Motion by Tom to approve the application. 2nd by Kerry. Motion carries

Road Updates: Kerry has been blading. He has nothing mounted for winter. He has talked to Steve McNamara and 116th Ave is in bad shape with lots of mud. Kish has demo'd the old Loken houses and fill had to be brought in. They buried the culvert and will need to have one installed or there will be runoff issues. There needs to be chloride on the south end of 400th for next year

60th Ave culvert: no updates 

The supervisors have not reviewed the London Township Road ordinance Tamra had checked with the County and they did not think that the Keller weed  issue/spraying could be an assessment issue on taxes

The 408th St Way sign was installed in 2017 after Chad Quiggle requested one so visitors could find their place. Kerry will take that sign down as it is not a township road

The Thompson road intersection has been good. The renters on the Lee farm had been doing some intersection damage, but they have now made a race track on the property

Tom will repair the board under the north door on town hall that has rottedTom said there was a mess in the ditch on 415th by Leo Nesseth's. Lots of chain link fencing and also tires in the ditch

Dec. 16 is the last day to publish notice of town offices for March election. There is a 3-year supervisor position open. John has chosen not to file. He said 28 years was enough. The 2-year clerk position is also up

Planning & Zoning: Tamra stated they will plan for a meeting in Jan. Gary Esterby’s term will be expiring and Tamra has asked David Rostad if he would be interested.
Road Updates: Kerry said the snow removal went well. He is trying to get things sanded. All the thawing that has been occurring is hard on the roads. Tamra had received a call from Holden Township Supervisor; Bryan Hagen that 410 th St by Fluegel’s and Marshall Flom’s is very icy. Kerry said he would get out there after the meeting to sand it. Kerry asks that if anyone sees any issues to please let him know. He is hoping that there will be enough material to last the season.
60th Ave culvert: no updates
Tom was unable to access the London Township Road ordinance online. John was able to view and read their zoning ordinance. There are concerns about height restrictions and clean-up. How could we address road damage from heavy trucks? Who would enforce the weight restrictions? The board would like to see CPI and A1 Ag land as restrictions for solar in the updated township ordinance.
The 408th St Way sign has been removed
Tom had looked at the rotten board by the north door and will place a cement pad in front of it in the spring
The notice of town offices for the March election has been published and posted
Tamra attended training on Dec. 9 in Red Wing for the March election
No one had any information to share from the MAT Annual Conference
Kerry will resume the road maintenance on 400 th from Belle Creek

John made a motion for the township to pay .66 for the Paid Leave program. 2 nd by Tom. Motion carries. The program takes effect on Jan. 1, 2026. Tamra said at the election training there were several clerks who object to this program.
Dec .30 – Jan. 13 is the candidate filing period. Office will be open Jan. 13 1-5 PM. John is working on his replacement. It is best to have a name on the ballot. On Feb. 6; Absentee voting begins. Tues. March 10 is election and annual meeting
The Board of Appeals will be Tuesday, April 28, 2026, at 11 AM/ Kerry is certified
An email was received from the state concerning the Wanamingo Township Map. After reviewing, it was felt that it wasn’t helpful as it didn’t give road names.
Motion by John to approve the 2026 Wanamingo Fire Contract. 2 nd by Kerry. Motion carries.
Motion by Kerry to close the minimum maintenance road (West Woods). 2 nd by Tom. Motion carries.
Levy Discussion: after seeing an increase in the Fire Contract cost, Tamra put together an approx. list of income and expenses for 2025. At our current levy amounts for Road and Bridge and Fire and Ambulance we do not have enough funds to cover those areas. Our grader still has two more payments to be made. She also had information for all the other Goodhue townships as to what they levy for Road and Bridge, General, Fire and Ambulance and any other for comparison. She also included how many miles each township covers. If there would be a levy increase it would not
take effect until 2027. The board will review this information and discuss it further at the Jan. meeting.
