Wanamingo Township January Minutes
January 18, 2018


 
The January meeting of the Wanamingo Township Board was called to order at approximately 5:30 PM on Thursday, January 18, 2018 by Chairman Tom Shane.  Members present were Supervisors; Tom Shane, John Hegseth, and Don Reynolds. Clerk; Tamra Berg. Treasurer; Nancy Hegseth. The Pledge of Allegiance was said.  Clerk's report was read by Tamra.  Motion by John to approve the minutes 2nd by Don. Treasurer's report read by Nancy. Motion by Don to approve the treasurer's report 2nd by John.

John checked with Wanamingo Bank about a money market account and it generates 1% interest.  Motion by Tom to move $120,000.00 from the existing checking account at the Wanamingo Bank into a money market account at the Wanamingo Bank. 2nd by John. Motion carried

Old Business:
    Road Construction: Ethan Seaberg and Dale Marty with Goodhue County were in attendance to discuss the County 1 and County 8 project.  Parking lot will be worked on. Church is interested in having their portion paved and it would only make sense for the township to do the same.  Curb and gutter will be installed.  Church will have their main entrance off of County 1 on the south end of the present lot.  County will use material on site to help level off that area and will move it from the north end to the south end  Rip Rap will need to be placed on the slopes to prevent washing. Trees to the north will more than likely need to be removed as there will be an entrance off of County 8. They are scheduled to start after July 4.  County needs to purchase corner slivers of property on either side of County 8 so that truck traffic can maneuver the corners with no issues.  They presented an offer to the township to purchase the south silver at the intersection of County 1 and 8 and they also want to “rent” a portion of the township's lot to stockpiled the road material.

Motion by Don to accept Goodhue County's offer as written for a permanent right of way of .023 acres and a temporary right of way of .15 acres for a total sum of $500.00. 2nd by Tom. Motion carried

Maps done for County for mileage. Ethan stated this will get done sometime but the County doesn't have enough manpower.

Present bills.  Tamra brought up the LP bill as we had just paid one in Dec. She had called Ag Partners and Earl came out to check for any tank leakage. It was decided to turn off the heater in the shop and see if that helps.  Motion by John to pay the bills 2nd by Tom. Motion carried.
    
    Planning and Zoning: nothing to report      
 
    Road Updates: Don contacted ID Solutions about signs but had not heard back from them on pricing.  They work on quantity.  They make and install signs and also have tamper proof hardware.  Any issues with snow or ice?  Kielmeyer  had been out 2 times.  Mai Petterson had complained to Tamra about a pot hole on 110th Ave that did not get fixed in the fall.  Minimum Maintenance roads are now closed.  Gate by Feuling's is bent.  There was discussion about abandoning 420th Street Way as it is primarily used as a field road.  

New Business:
    January calls for service were 26
           Kerry Olson was in attendance to inquire about a Maintenance Position if the township would choose to go back to having its own Maintenance employee.  He is looking for part-time with 30 hours a week.  He would be considered salaried.  He realizes that it is slower in the winter but busy after it rains.  He currently carries the health insurance so how to compensate for that?  He is a resident of the township and knows the area well.  The Supervisor's will need to gather more information and have asked Kerry to come back to the February meeting.
    Board of Audit: will need to be reviewed before the annual meeting so will plan for February meeting.    
    Annual Meeting of the Goodhue County Township Officers will be held on Saturday, February 3, 2018 starting at 9 AM at the Zumbrota VFW.  
    Annual Wanamingo Fire Dept meeting on Monday, Feb. 5, 2018. Social hour 6-7 with dinner to follow and then a presentation of the past year's activities.
    Annual March elections will be held on Tuesday, March 13, 2018 from 4-8 PM at the Wanamingo Town Hall for the purpose of electing one (1) supervisor for the term of 3 years and one (1) clerk for the term of 2 years. The annual meeting will immediately follow the voting. Tamra did file for re-election for the clerk's position.  
    Board of Appeal and Equalization: Date is Thursday April 5, 2018 at 1 PM at the township hall. Both John and Don are certified.  Need at least one certified in attendance but you need to have a quorum.  Don stated it is a busy time at work for him then.  

Other Business:
    Bruening has contacted Tamra about gravel bidding.  Tamra told them it was not discussed yet.
    Lars had approached Don about purchasing a new mower for mowing the ditches.  Approx cost would be $11,000.00.  Don left the information to be reviewed

Wanamingo Township February Minutes
February 20, 2018


Note: the regularly scheduled meeting to be held on February 15, 2018 was moved to February 20, 2018 due to a scheduling conflict.  Meeting change was published and posted.

The February meeting of the Wanamingo Township Board was called to order at approximately 5:30 PM on Tuesday, February 20, 2018 by Chairman Tom Shane.  Members present were Supervisors; Tom Shane, John Hegseth, and Don Reynolds. Clerk; Tamra Berg. Treasurer; Nancy Hegseth. The Pledge of Allegiance was said.  Clerk's report was read by Tamra.  Motion by Don to approve the minutes with a correction from silver to sliver 2nd by John. Treasurer's report read by Nancy. Motion by Don to approve the treasurer's report 2nd by John. It was mentioned that interest paid by the Zumbrota Bank is quarterly but Treasurer only received an end of year statement.

Present Bills:  motion by John to pay the bills 2nd by Tom Motion carried

Building Permits: None

Old Business:
    Maps done for County for mileage. Still ongoing

    Planning and Zoning: There was a meeting in Zumbrota on March 7 for the Zumbro River Watershed Risk Review. Tamra attended. Rae could not.  FEMA is revising their flood plain maps for Goodhue and Rice Counties  
 
    Road Updates: Corey Kielmeyer was in attendance and brought color coded maps. Discussion about road construction on Co. #1 which affected township roads when used as a detour.  Roads are flat and we need to get the slope back up. Corey felt it will not be necessary to rock all the township roads this year.  He proposed yellow roads to be rocked.  Should be a 2-year cycle. Roads rocked in 2017 just need to pull in the rock.  Should increase from 7000 yards to 10,000 yards. For the green roads could use a special attachment to clean up grass on the side of the road but need to do it early. Corey also presented a bid for rock.  He noted that Kielmeyer will get a weight limit exception due to County #1 project and also the quarry is on Co. # 1.  Bruening Rock (Jim Zwiener) also presented a bid for rock and understood their bid was higher but asked to be considered in the future if anything changes.

March 15, 2018


The March meeting of the Wanamingo Township Board was called to order at approximately 5:30 PM on Thursday, March 15, 2018 by Chairman Tom Shane.  Members present were Supervisors; Tom Shane, John Hegseth, and Don Reynolds. Clerk; Tamra Berg. Treasurer; Nancy Hegseth. The Pledge of Allegiance was said.  Clerk's report was read by Tamra.  Motion by Don to approve the minutes 2nd by John. Treasurer's report read by Nancy. Motion by John to approve the treasurer's report 2nd by Tom.

Present Bills:  motion by Tom to pay the bills 2nd by Don. Motion carried

Building Permits: None

Old Business:
    Maps done for County for mileage. Still ongoing

    Planning and Zoning: Rae did present at the annual meeting.  There is still ordinance work that needs to be completed.  

    Road Updates: Kielmeyer's were not present. Jack and Corey had stopped at John's house prior to the meeting and gave him a breakdown of expenses they had. John pointed out to them that the township needed a maintenance person to do other jobs such as; mowing, tree trimming and sign replacement. There are no hard feelings on either side. If the township needed help we could ask Kielmeyer's. Don presented at the annual meeting showing costs spent towards road maintenance along with discussing hiring Kerry Olson as a maintenance employee.

    Annual March elections were held on Tuesday, March 13, 2018 from 4-8 PM at the Wanamingo Town Hall with election results: Tom Shane as write-in for supervisor with 19 votes and Tamra Berg as clerk with 27 votes. Total votes cast were 30. The annual meeting immediately followed the voting.  Swearing in and reorg meeting will have to take place at the April meeting. Clerk will destroy annual election ballots from 2012, 2013, and 2014.  Retention is 22 months.

New Business:
    February calls for service were 19

    Ryan Murphy with Murphy's Tree Service presented information about his services.  He wants the weeds to come up so he can see what is there.  Wild Parsnip, broadleaf.  New 24D product Prelux will kill target only with no drift.  Ryan sprays for REA in different townships.  Last year he did broadcast spraying.  Needs to get in before mid-May.  Lot of parsnip on 410th  . Use escort w/24D. Don asked for Ryan to submit an estimate for the next township meeting.  Don also let Ryan know there are a few residents who do not want their ditches sprayed.  We will let Ryan know who they are and will need to put notice in the paper

    2018 Spring Short Courses for all officers will be held Tuesday, March 20 in Rochester.  Tamra will be attending.
 
    Board of Appeal and Equalization: Date is Thursday April 5, 2018 at 1 PM at the township hall. Tamra, John and Tom will be attending along with the County staff.

    Hutton, Inc is retiring.  Ellingson Co. will be taking over their customer files.
    
    94th Ave Way. County asked about this wondering if this is a road maintained by the township. Tamra drove by and saw the fire number along with a private property sign facing 425th Street and passed that information to the County. Township has not maintained that road since the house burned down many years ago.
    
    Request from PCI (Concrete company for the County) to use 420th St. to haul concrete for the road construction on #1.  Don had given them requirements when using that road.  He had not gotten a response yet from them.

    Tom made a motion to accept the resolution to offer a bounty of $20.00 per coyote and a $1.00 bounty per gopher plus ½ cost of bait. 2nd by Don.  Motion carried. Resolution is on file

    Tom made a motion to accept the resolution to Adopt the Minnesota Townships General Records Retention Schedule 2nd by Don. Motion carried. Resolution is on file. This resolution allows the clerk to destroy old and unnecessary records following the guidelines from the MN Historical Society.

    There is a Planning and Zoning Meeting, Tuesday March 27, 2018 at Zumbrota VFW at 7 PM.

Other Business:
    As part of the State of Minnesota Broadband Initiative, Midcontinent Communications will be installing Fiber Optic Cable from Randolph to Wanamingo. Tom has signed an easement agreement with the company as they will be installing within Wanamingo Township.  It was mentioned about a concern about this affecting field tile lines.

    Board has agreed to hire Kerry Olson. Board will work on a job description. Hire date will be April 1, 2018 at $25.00 an hour. Part-time at 30 hours per week. Weekly pay $750.00 for the 1st 6 months and then performance and pay will be reviewed.

Wanamingo Township April Minutes
April 19, 2018


The April meeting of the Wanamingo Township Board was called to order at approximately 5:45 PM on Thursday, April 19, 2018 by Chairman Tom Shane.  Members present were Supervisors; Tom Shane, John Hegseth, and Don Reynolds. Clerk; Tamra Berg. Treasurer; Nancy Hegseth. The Pledge of Allegiance had been said at the start of the Reorg meeting which preceded this meeting.

Birdeen Thoreson was present to apply for a permit to build a grain bin.  Motion by Don to approve the permit. 2nd by Tom. Motion carried.

Ryan Murphy presented a bid for spraying. He intends to start around mid-May to the end of May for the 1st spraying.  Spring spraying bid was $3,600.00 and Fall spraying bid was $4,080.00.

Clerk's report was read by Tamra.  Motion by Tom to approve the minutes 2nd by Don. Treasurer's report read by Nancy. Motion by John to approve the treasurer's report 2nd by Don.

    Planning and Zoning: Nothing to report

    Road Updates: Kerry Olson was out with the snowplow. Roads need work. Wondering when Kielmeyer will be spreading rock. Roads have dirt coming up so they need rock. Corey had given maps to Supervisors as to what needs to be done this year.  Rock on 420th will be replaced by PCI (for County 1 project). Don wants Kerry to check with Kielmeyer as to what, when and where rock is needed.  Kerry took grader parts to Nuss.  Bearing is worn and sprocket needs to be welded.  Kerry has also done other maintenance on the other equipment.  Kerry can go out and check signs.  When cutting trees need to be 33 feet from center of the road but should be cautious as there are some established trees (planted by landowners) in the right of way.  Will set a road inspection date at May meeting for all supervisors and Kerry.  Kerry wondering about garbage pickup.  He will call Gibson to get a dumpster set up and will keep it in the shed.  90th Ave ditches will need to be dug out.  Will need to work on establishing a road book.  Kerry is keeping a log of what he is working on.  Chad Quiggle stated they still need some oak trees trimmed on 408th St Way.  Boyum's had gotten busy last year and weren't able to come back.  Kerry was wondering where the turnaround on 408th St Way is.

The Board of Appeal and Equalization was on Thursday April 5, 2018 at 1 PM at the township hall.  There was no quorum so the meeting was run by the County. There were quite a few township residents that attended concerned about their property tax increase. In 2019 the meeting will be held by the County in Red Wing and that will be noted on the property tax statement. Supervisors would like to continue to hold the Board of Appeals locally.

Don has not gotten any response from PCI for using 420th  to haul concrete.  He had emailed them a list of requirements from the township for using the road.

There was a March Planning and Zoning Meeting on Tuesday March 27, 2018 at Zumbrota VFW. No one from the township attended. Information from County was sent out which contained building permit projects that do not need township approval.  Supervisors did not feel residential roof mount solar panels would need township approval but wanted residential ground mount solar panels and commercial and industrial solar projects to require township approval.

    Motion by Don to donate $1000 to Goodhue County Fair Board and $400 to the Goodhue Historical Society as discussed at the annual meeting. 2nd by John. Motion carried
    Midco Fiber Optic Route: Grant of easement document on file.  Supervisors would like to see that the township landowners along the right of way are notified by Midco of this project.
    Motion by John to reopen the min. maintenance roads 2nd by Tom. Motion carried
    Don made a motion for a resolution authorizing contract with interested officer Tom Shane 2nd by John.  Tom abstain. Motion carried.

    Tom made a motion for a resolution authorizing contract with interested officer John Hegseth. 2nd by Don. John abstain. Motion carried

    John made a motion to certify the township levy as discussed at the annual meeting. General $30,000  Road and Bridge $125,000  Fire $22,000  Total $177,000. 2nd by Don.  Motion carried
    Will set road inspection date at May meeting: Notes will need to be taken
    It was decided that the township will continue to have the County take care of County 44 road maintenance.

 Wanamingo Township May Minutes
May 17, 2018


The May meeting of the Wanamingo Township Board was called to order at approximately 5:30 PM on Thursday, May 17, 2018 by Chairman Tom Shane.  Members present were Supervisors; Tom Shane, John Hegseth, and Don Reynolds. Clerk; Tamra Berg. Treasurer; Nancy Hegseth. The Pledge of Allegiance was said.  

James Korecky was present to apply for an ag shed permit. Supervisors reviewed the information James presented. John made a motion to approve the permit. 2nd by Tom. Motion carried.

Clerk's report was read by Tamra.  Motion by Don to approve the minutes 2nd by John. Treasurer's report read by Nancy. Motion by Tom to approve the treasurer's report 2nd by John.

Kerry mentioned about the garbage pickup. He said Gibson has sold his business to Waste Management. If we purchase a dumpster from Countryside then garbage pickup can be on an on call basis.  Tom stated he had a dumpster to donate to the township. Township will use Countryside when dumpster needs to be emptied.

    Planning and Zoning; Nothing to report
        John mentioned that Harvey Sviggum had spoken to him concerning building a new house on an old building site.  This would need to be addressed with the Zoning Board as that section is full and the site would have to be reviewed.
    Kerry reported on the road updates.  He is waiting for the road boils to settle down. He talked to Corey about rock and was told Kielmeyer won't deliver until June.  Tom wondered how they can get in with County 1 project. Kerry will talk again with Corey. If there are problems with the discussions Kerry can contact Tom.  Kerry contacted Sign Solutions and was told Gopher One needs to be contacted before replacing any signs. They would also work with him to determine what signs are mandatory.  Kerry has also talked with Leon Township and they are willing to rent us their mower for 1st cutting.  Also wondering about culvert replacements.  Culvert south of Lars Romo is rotted out and one on 40 Acres Trail needs to be looked at.  Township has used Kenyon Excavating for culvert replacements.
    Murphy's Tree Service: Ryan is currently working for the REA and stated he will start approx. May 24.  Tom made a motion to hire Murphy's Tree Service for weed spraying. 2nd by Don. Motion carries
    Don has not gotten any response from PCI for using 420th  to haul concrete. Road is getting heavy use.  Don forwarded the email he had sent to PCI with the townships requirements to Kerry so Kerry can follow up .
    John talked to Bruce Bordson about chloriding 110th Ave.  Ag Partners will need it graded 1st and then they will chloride it.  Township should not have to pay for the chloride.
    It was discussed that 400th St from Hader Trail ½ mile west has a lot of washboarding.  Motion by John that the township rock and chloride that road for ½ mile to see if that helps the problem.  Don would like to add to the motion that this would need to be done for 2 years to achieve maximum results. Motion by John to rock and chloride 400th St from Hader Trail ½ mile west for 2 years. 2nd by Don. Tom abstain. Motion carries.  Kerry will contact Luhman's about the chloride.

    County 1 project is progressing.  They are moving sand.  The County has put notices in the papers concerning the project.

New Business:
    April calls for service were 31
    Midco Fiber Optic Route: Tamra had emailed Paco
    Road inspection date is set for Saturday June 2 at 8 AM.  Meet at the Town Hall.  Notes will need to be taken.
    Motion by Don to hire Leah Shane for lawn mowing and trimming with consideration to construction work in July for $50.00 a time. 2nd by John. Tom abstain.  Motion carries
    MATIT Insurance Coverage: Review and check numbers before payment

Wanamingo Township June Minutes
June 26, 2018

    
The June meeting of the Wanamingo Township Board was called to order at approximately 5:30 PM on Tuesday, June 26, 2018 by Chairman Tom Shane.  Members present were Supervisors; Tom Shane, John Hegseth, and Don Reynolds. Clerk; Tamra Berg. Treasurer; Nancy Hegseth. The Pledge of Allegiance was said.  Note this meeting had been rescheduled from June 21, 2018 to June 26, 2018 due to a scheduling conflict.

Clerk's report was read by Tamra.  Motion by John to approve the minutes 2nd by Don. Treasurer's report read by Nancy. Nancy mentioned that the PERA contribution amounts had put us under the recommended amount at the bank.  She did contact the bank and they waived the penalty. Tamra said that with Kerry as a hired employee there will be monthly PERA amounts taken out of checking. Motion by Don to approve the treasurer's report 2nd by John.

Building Permits: Nathan Lexvold was present to request a revision to the permit for Bombay Dairy from 8-02-2017. Motion by Don to accept the revised commodity shed permit with no additional fees. 2nd by Tom.  Motion carries

Present Bills: There was discussion concerning the MATIT Insurance bill.  It was felt that the property valuations were too high for the township hall building, salt shed and the JD tractor.  Tamra had been sent information from MATIT and a resolution had been signed December 10, 2015 by supervisors; Tom Shane, John Hegseth and Len Feuling approving the increased valuations.  In October of 2015, Donald Finnvik with Overland Surveys met with Len Feuling at the Wanamingo Town Hall to review the properties. Their information showed 3200 sq feet for the township hall and it also stated there was plumbing.  This information is incorrect.  It was also felt that the deductibles could be increased and that would also lower the annual premium. The supervisors decided that they will investigate other insurance options with Tom checking with local agents concerning coverage.  Don made a motion to pay the bills with the exception of the MATIT Commercial Package bill.  2nd by Tom. Motion carries.

    Planning and Zoning – nothing to report
    Road Updates: Kerry Olson reported on the road inspection. Notes were taken and will set up a road book.  Many culverts are full of dirt and grass and need cleaning out.  Would need a backhoe to do that work.  Chloride is on the road.  Kielmeyer has delivered some rock.  No boils have been addressed.  Kerry was to go out with a Kielmeyer truck driver but that didn't happen.  Rock is in a pile at Foss' pit.  Kerry had spoken with Lars Romo about giving him some additional training and they were able to go out in the grader.  Kerry felt he received some helpful instructions.  Kerry has called various excavators to rent a backhoe for culvert replacement.  100th Ave culvert needs immediate attention.  Kerry will contact Schumacher's about pricing.  Board agreed to pay Lars Romo a $250.00 stipend for his help in road grader operations.  
    Tamra received some different sized GIS maps from the County for Wanamingo Township.  We will post the largest one in the town hall.
    Murphy's Tree Service: Ryan is done spraying.  Nancy mentioned that she didn't see some ditches done.  She saw Ryan spot spraying.  Kerry will contact Ryan.  Need trees in ditches addressed.  Kerry will check the billing.
    Still have not gotten a response from PCI for using 420th  to haul concrete. Don said they are not using it now.

    County 1 project: Tom spoke with Steve Melhouse (trustee for Emmanuel Church) about the parking lot project.  Steve had gotten some new steel poles for lighting and was wondering if the township would help with the cost.  Tom stated that the township currently has their own light pole and he felt the new lighting poles would mainly benefit the church.  It appears that there may be enough reclaimed product to create an access road on the east side of the town hall.  Due to the high cost, Supervisors felt that the paving of the township lot will need to be readdressed.  It was felt that the ground asphalt would be adequate cover for the area to the south of the town hall.  Steve had mentioned to Tom that the church would like to have enough pavement for another full row of parking and this would overflow onto the township property.
    Discussion as to the township not getting their rock from Kielmeyer in a timely manner.  The township prepays Kielmeyer and has done so for a number of years but it appears that doesn't help in getting the rock when requested.  Kerry will contact Corey Kielmeyer about the rock.
    John presented a mower bid from Lodermeier's.  Township was able to rent a mower from Steve McNamara and that worked out well.
    
New Business:

    Election Training: There is online training available for those who have had prior County training. Tamra will send email addresses to the County. Tamra attended training in Red Wing and Rochester.  
    Tamra received an Election Judge Party list from the County and will contact those residents to see if they are interested in being an election judge. Tamra will also check with Deb Quam as she expressed interest for the Presidential election. Judges need to be appointed before July 20.  
    Our new election equipment is in place. It can be paid for this year or in 2019. Cost is $3199.06

Other Business:
    Don asked Kerry how things were going overall.  Kerry had been to Chad and Tom's to do some more work.  Kerry wondering if we have enough work to purchase a backhoe.  Supervisors all feel that Kerry is doing a good job with all he has had to learn.  
    John brought up that the 40 Acre Trail turn off from Co. 30 is too tight and the entrance should be widened.  John will call the County and see what they advise.

The July meeting of the Wanamingo Township Board was called to order at approximately 5:30 PM on Thursday, July 19, 2018 by Chairman Tom Shane.  Members present were Supervisors; Tom Shane, John Hegseth, and Don Reynolds. Nancy stated that the CD from the Zumbrota Bank is due on 7/23/2018.  Wanamingo Bank is offering an anniversary special with 23 months at 2.28% and 47 months at 2.60%.  Motion by Don to move the CD from Zumbrota Bank to the Wanamingo Bank for a 23 month period with 2.28% interest. 2nd by Tom. Motion carries. Nancy also pointed out that the property tax deposit was smaller than 2017.  Motion by Don to approve the treasurer's report 2nd by John.

    Planning and Zoning: Rae emailed Tamra wondering about ordinance changes.  Will have get together and discuss further.
    Road Updates: Kerry stated there is no rock yet.  Tom had talked with Corey.  Corey said Mathewitz had taken 30% more out of Foss' pit.  Tom gave Corey till the end of the month to get our rock delivered.  Corey told John that it will be there by July 24th.  If Foss pit is out of gravel we will not get the gravel tax.  Tom said Cherry Grove & Roscoe got their rock earlier this year.  If we don't get our rock what do we do?  Supervisors requested that Tamra draft a letter to Kielmeyer stating that if we do not receive all of the township gravel by the end of business day; July 31, 2018 the township requests their pre-pay amount back so they can purchase gravel elsewhere.  (Copy of letter is on file) Corey said he has black dirt fill that is available.  Kerry wants to see a load of rock every 250 ft.  Kerry presented a bid from Schumacher for culvert replacement for 100th Ave.  Trees need to be removed with dirt work.
     Motion by Tom to hire Schumacher for steel culvert replacement on 100th Ave at $18,000 per their bid with work to be completed by November 1, 2018. 2nd by Don.  Motion carried.  Kerry will follow-up.
    Kerry said that George Rostad will rent the township his backhoe for $50.00 an hour.  Culvert south of Lars Romo needs work.  Kerry will work with Steve Ryan on repairing that.  Lars had also mentioned needing a field drive to Kerry.  Kerry will check on pricing comparisons for steel or plastic culverts.  There is plastic drainage tile near Craig Henslin's property on 415th St. in the township right of way that has been there for a number of years.  Supervisors requested a letter be drafted and sent to Craig Henslin concerning that. (Copy of letter is on file)  Kerry presented a bid by Nuss to put floats on the grader.  Kerry is willing to do the labor.  Supervisors said Kerry can go ahead and plan to do the repair when his schedule allows.  Trees by Leo Nesseth's will be taken care of by Ryan Murphy.  Kerry will contact Ryan.  Tree on 100th St. will be taken care of when the culvert repair is done.  Need to put warning post at the corner of 66th and 410th St as it is a 90 degree turn. Kerry will look at that
    Murphy's Tree Service: Have gotten the bill.  Kerry felt with mowing that fall spraying may not be necessary.  When Ryan had presented to the board it was mentioned that there are seeds.  Board agreed to still do the fall spraying as discussed earlier with Ryan
    PCI: road is not being used yet by them
    County 1 project: Tamra emailed Jess Greenwood and has spoken with Steve Melhouse. County will be having a meeting with both the church and township. Project is a few weeks behind.  Tamra had invited the County to the July meeting and they were unable to attend.
    MATIT Insurance update. Tom did check on insurance coverage with local agents.  None of them can “bundle” like MATIT.  Will see if township will get money back if premiums decrease with the valuation changes.  Tamra said MATIT was sending out an adjuster Don made a motion to keep the MATIT insurance policy the same with payment of $3425.00 as was initially mailed. 2nd by Tom. Motion carries.  

New Business:
    June calls for service were 39
    Primary Election:  Online training needs to be completed by August 1.  Motion by John to appoint the following to be election judges for 2018:  Tom Shane, Nancy Hegseth, John Hegseth, Don Reynolds, Dorothy Hjermstad, Peggy Nelson, Pat Flom, and Rae Rusnak with Tamra Berg as the Head Judge.  2nd by Tom. Motion carries.  Tamra will set up a work schedule for the primary to be held on August 14, 2018 with voting hours from 7 AM till 8 PM.
    Tom agrees to rent his dumpster to the township for $1 per year.

Wanamingo Township August Meeting Minutes
August 16, 2018

    

The August meeting of the Wanamingo Township Board was called to order at approximately 5:30 PM on Thursday, August 16, 2018 by Chairman Tom Shane.  Members present were Supervisors; Tom Shane and John Hegseth. Don Reynolds was absent. Clerk; Tamra Berg. Treasurer; Nancy Hegseth. Maintenance; Kerry Olson. The Pledge of Allegiance was said. Clerk's report was read by Tamra.  Motion by Tom to approve the minutes 2nd by John. Treasurer's report read by Nancy. Nancy asked if she should look into a better interest rate for the 2nd CD that is coming due. Board stated she can do that and report back at the September meeting. Motion by John to approve the treasurer's report 2nd by Tom.

Present Bills: There was discussion concerning the dust control bill. Wondering if there were any issues with it. One was for respraying by Timbeross' as Kerry did not know there was chloride applied there. Township needs to be notified what residents get dust control so it does not conflict with road grading.  Chloride seemed to be poor quality this year.  Motion by Tom to pay the bills. 2nd by John.  Motion carries.

    Road Updates: Corey delivered the rock as requested.  Kerry did ask for some gravel to be moved to a spot that needed it more.  Kerry hauled some of the gravel himself.  Board asked that Kerry submit a bill for his fuel usage.  All roads that needed rock have been taken care of except for ½ mile on 97th St.  Kerry hasn't gotten any delivery tickets.  Kerry has followed up with Schumacher and Steve Ryan concerning culvert replacements. Warning post at the corner of 66th and 410th  St. has been put up but is bent already.  Tree close to the road needs to be trimmed back so more road is used at that corner.  Parts have been ordered from Nuss.
    MATIT: Overland adjuster met with Tamra and she took pictures of the town hall and equipment.
    420th St: Harvey Swiggum talked to John and said the road is very dusty and needs chloride.  Tom will talk with Corey from the County on this.

New Business:

    Election Results: 86 voters out of 302 registered. Good turnout for a primary.  Thanks to all the judges who helped out.
    Missing street sign on 400th and 90th St. by Gary and Marlene Hokanson. Post is on the Loen Township side. Kerry will follow-up.
    2018 Educational Conference and Annual Meeting November 15-17, 2018 to be held in Duluth.  Wanamingo has been chosen to send one officer with hotel, conference with banquet registration and mileage reimbursed by Goodhue County Township Association.  Tom said he plans on going so Tamra will notify Steve McNamara.

September 20, 2018

    

The September meeting of the Wanamingo Township Board was called to order at approximately 5:30 PM on Thursday, September 20, 2018 by Chairman Tom Shane.  Members present were Supervisors; Tom Shane, John Hegseth and Don Reynolds. Clerk; Tamra Berg. Treasurer; Nancy Hegseth. Maintenance; Kerry Olson. The Pledge of Allegiance was said. Clerk's report was read by Tamra.  Motion by Don to approve the minutes 2nd by John. Treasurer's report read by Nancy.  Motion by Tom to approve the treasurer's report 2nd by Don. Nancy has renewed the 2nd CD at the Wanamingo Bank for a 1 year period with a rate of 1.51%

Old Business:

    Road Updates: Kerry said he is still waiting for ½ mile of gravel for 97th St.  He has finished mowing.  420th was holding up until we got the last big rain. Ryan Murphy had started to spray but with the rain that stopped things.  Ryan will also do 2 tree trim spots: one by Leo's and the other at 66th and 410th.  Kerry talked with Dave Sjoblom (Leon Township Maintenance) and Dave will put up the road signs by Gary and Marlene Hokanson as the post is in Leon Township.  Dave already had the signs.  There was a tree down and Kerry got it trimmed up and Bruce Nichols hauled away the wood.  Kerry has mowed the ditch on the “West Woods” road and also checked the road for ruts.  This is classified as a minimum maintenance road so will leave it alone for now.  The board discussed having Kerry take care of the gravel process for 2019.  Chloride date of completion is usually July 25.  Don stated that it has been later than that for a few years now.  Kerry saw some roads that need to have rock pulled in from the sides and he will go out and fix them.
    County 1 project: Reviewed the signed agreement with the County from August and did not notice any dollar amount differences from the initial price estimates.  Tom had spoken to Cory Wersal previously and had told him there were certain areas of the township lot that were not going to be paved.  Board also discussed holding off on any paving this year due to the cost and the fact that there are other road issues that take priority.  They also felt the parking lot could settle a bit.  Tom will talk to Cory Wersal.  

New Business:

    Election: Tamra attended  refresher training in Red Wing
    Tom stated he would be attending the 2018 Educational Conference and Annual Meeting November 15, 16, and 17, 2018 in Duluth
    Goodhue County Historical Society: Thank-you received for the township's donation and Robin Wipperling the Director would like to attend our October meeting    
    Tamra had received a Census Boundary and Annexation Survey from the County.  County wants to know if the township wants the County to take care of it.  It was decided that Tamra will send out the information to the supervisors and they can review it and respond back to what they want done.
    


Other Business:
    A 6-month performance review for Kerry Olson will be discussed at the October meeting.  A job description will also be addressed.  Tamra was not sure if this needs to be a closed meeting.  She will contact MAT and ask them.
    Kerry presented Schumacher bids to the board for building roads up and also for fixing culvert on 100th  Ave in October with trees to be removed.

Wanamingo Township October Meeting Minutes
October 18, 2018

    

The October meeting of the Wanamingo Township Board was called to order at approximately 5:30 PM on Thursday, October 18, 2018 by Chairman Tom Shane.  Members present were Supervisors; Tom Shane, John Hegseth and Don Reynolds. Clerk; Tamra Berg. Treasurer; Nancy Hegseth. Maintenance; Kerry Olson. The Pledge of Allegiance was said.

Robin Wipperling the Director with the Goodhue County Historical Society introduced herself and gave a brief overview of the organization. Also in attendance were her husband and Denny Schultz who is the Chairman of the organization.  Robin mentioned that they have a new traveling exhibit on the fur trade.  They have also brought in a consultant to review the museum.  She also mentioned they are looking for names of people from the area that have made contributions to the community.  They would like to do special interest stories.  Ray Sand's name was brought up along with Bob Rohl.  Robin's goal is to visit all the townships.  They are open to suggestions to help make the museum and its programs interesting and accessible for all ages.

Road Updates:  Kerry reported that 420th has new rock.  97th also got finished.  Kerry plans to do a topcut in a couple weeks.  Schumacher needs leeway to fix culvert on 100th.  Culvert by Lars still needs to be done.  Ryan Murphy has been busy cutting trees in Cannon Falls from the tornadoes so Kerry was thinking that the spraying may not need to be done due to the time of year.  He is investigating whether it is worth it or not.  Nancy said 40 Acre Trail is full of weeds.  Kerry thought Ryan had sprayed there.  Kerry will be looking into getting an applicator license.  Traffic on 420th has decreased.

    County 1 project:  Board decided not to pave the township's lot as the County's bid was quite high and they have other road issues that take priority. Will let it settle over winter.  Tom had talked to Cory Wersal with County to let him know.  John has also talked to Arrow Asphalt out of Rochester and when we know what size area we could get a bid from them.  Ground asphalt could be another alternative.  Tamra had contacted the MN ADA and was told that the handicap parking just needs firm ground and a sign posted.
    Census Boundary and Annexation Survey from the County    : Only Tom replied with a no so Tamra did not send anything to the County

New Business:
    September calls for service were 27
    Election: General Election is Tuesday, November 6 with voting from 7 AM -8 PM. Tamra will assign election judge hours after getting input from Don, John, Tom and Nancy as to what hours they are available.  Tamra will need to schedule a public accuracy test for equipment.
    Tom plans on attending the 2018 Educational Conference and Annual Meeting November 15 -17, 2018. More information is in the current MAT Insider magazine. The Goodhue County Township Association will reimburse for hotel, conference with banquet registration and mileage.  
    MATIT insurance update:  Tamra had just gotten the information on the property valuation so Board will review at November meeting
    Performance Review and job description for Kerry Olson:  Tamra had checked with MAT and was told a closed meeting is only necessary when dealing with disciplinary issues.  As listed in the March 15, 2018 meeting minutes it was stated: “Board has agreed to hire Kerry Olson. Board will work on a job description. Hire date will be April 1, 2018 at $25.00 an hour. Part-time at 30 hours per week. Weekly pay $750.00 for the 1st 6 months and then performance and pay will be reviewed.”  Board spent considerable time discussing the job description.  Tamra will write up what was discussed and it will be reviewed at the November meeting.  Board also noted that Kerry has spent a substantial amount of time repairing the township's equipment using his own tools and shop to do the repairs.  Motion by Don to increase the hourly pay to $28.00 with increase effective on the next pay period. 2nd by Tom.  Motion carries.

Wanamingo Township November Meeting Minutes
November 21, 2018

    

Note: The November meeting had to be rescheduled from November 15th to November 21 due the fact that two supervisors would not be able to attend the meeting on the 15th.

The November meeting of the Wanamingo Township Board was called to order at approximately 5:30 PM on Wednesday, November 21, 2018 by Chairman Tom Shane.  Members present were Supervisors; Tom Shane, John Hegseth and Don Reynolds. Clerk; Tamra Berg. Treasurer; Nancy Hegseth. Maintenance; Kerry Olson. The Pledge of Allegiance was said. Clerk's report was read by Tamra.  Motion by Tom to approve the minutes 2nd by John. Treasurer's report read by Nancy.  Motion by Don to approve the treasurer's report 2nd by John.

Building Permits: Travis Fluegel had inquired about a hoop shed on his uncle Greg Fluegel's property but he was not in attendance

Road Updates:  Kerry reported that he has repaired the salt shed .  He has gotten chips from Anderson.  Plow is on the truck.  Kerry has the grader at his home shop to work on.  He has switched to a smooth edge and will put the wing on.  Weather permitting he will check trees near ditches.  John mentioned about installing a curve sign on 100th Ave, south of Timbeross' and installing a stop sign at the intersection of 100th and 425th.  John had been called by County Sheriff about property by Dick Nystuen's.  They said the sheep fence was too close to the road and may affect snowplowing.  That end of 60th Ave is maintained by Holden Township.  Matt Voxland stated that 60th Ave needs grading but the road is frozen now

Old Business:
     Public Accuracy test was held on Friday, November 2, 2018.  No one from the public attended

     General Election was on Tuesday November 6 with voting from 7 AM -8 PM. Thanks to the election judges for their help.  Township had a good turnout with 232 voters of which 13 were new registrations.

    Tom attended the 2018 Educational Conference and Annual Meeting on November 15 -17, 2018 in Duluth. On Thursday night there was a trade show and he saw new trucks and snow plows.  He stated there were lots of bells and whistles on them.  A lot of computer technology was installed.  The topic on Friday was solar energy.

    A rough draft of a performance review and job description for Kerry Olson has been written per the notes made at the October meeting.  Tamra will work on getting a temp plate for a more formal job description.
    
New Business:
    Email from Lorin Pohlman on October 26 concerning 70th Ave from Sterling Sibley's south.  Bus driver concerned about the gravel washing.  Tamra forwarded the email to Kerry and this has been taken care of.
    October calls for service were 23
    It was decided to wait until December to close the minimum maintenance roads as some corn is still standing
    MATIT insurance update: Tamra presented the updated valuation information that she had been sent from MATIT.  It was also noted that the fire extinguisher needs to be tagged.  Kerry will get a tag from the Fire Department.  A motion was made by Tom to approve the resolution to change the agreed value amounts for the Town Hall to $200,000 and the Salt Shed to $30,000. 2nd by John.  Motion carries.  There was also discussion concerning the deductibles and Tamra will follow up with MATIT on that.    
    Tom had been sent information from Erickson Engineering for bridge replacement on 63rd Ave (L0698).  Cost to township is approximately $20.000.  Motion by Tom to approve the bridge proposal as presented.  2nd by John. Motion carries
    Tom had been sent information from FEMA for evaluation of floodplain maps and mitigation planning.  Meeting for Goodhue County to take place November 27 in Cannon Falls at 10 AM.  Kerry and Tamra said they could attend.

Other Business:
    A Do Not Enter sign has been placed at the entrance of the township/church parking lot off of County 1. There was also concern that the intersection of County 8 and County 1 has a blind spot when looking to the north. Tom will call Cory Wersal.

December 20, 2018


The December meeting of the Wanamingo Township Board was called to order at approximately 5:30 PM on Thursday, December 20, 2018 by Chairman Tom Shane.  Members present were Supervisors; Tom Shane, John Hegseth and Don Reynolds. Clerk; Tamra Berg. Treasurer; Nancy Hegseth. Maintenance; Kerry Olson. The Pledge of Allegiance was said. Clerk's report was read by Tamra.  Motion by Don to approve the minutes 2nd by John. Present bills: There was some discussion about the bill from the County for the road construction project.  Motion by Tom to pay the bills. 2nd by Don. Motion carries

Old Business:

    Road Updates: Kerry completed the float project on the grader.  He spent time figuring it out but got it done.  Dump truck spring broke.  New culvert area on 100th  has caused some washboarding and Kerry tried to smooth it down.  Min maintenance roads are closed.  Stop sign is up at 100th and 425th.  We currently do not have a curve sign for 100th so Kerry has ordered 2.  Replaced the curve sign by Jim Sviggum.  Kerry went and sanded 400th by 63rd due to a resident complaint.  Steve McNamara (Belle Creek Township) requested more rock on 400th .  Kerry inquired about the rock procedure for 2019 and if he could do it.  Kerry would put 13 miles of rock per year (this is a 3 year rotation)  22 loads per mile for a total of 286 loads.  He could deliver 15 loads a day which would take 190 hours to do for a total of 7100 ton at $6 a ton.  Kerry will present a pick price.  Tamra will check with MAT on what legal issues need to be done as Kerry is an employee of the township. Board would like to keep as much as possible in house.  Kerry had attended the FEMA meeting on November 27.  It mainly dealt with the Cannon River which does not impact Wanamingo Township.  FEMA had money available to work on steps to prevent flooding.  Kerry felt this was more of an informational meeting.
    MATIT insurance update:  Tamra had spent time with Dawn Zimmerman reviewing the changes  for the property valuations and deductibles.  Motion by Tom to accept resolution (Exhibit A) to insure the salt shed for $29,132.00. 2nd by John. Motion carries. Motion by John to accept resolution to increase property deductible to $1000. 2nd by Tom. Motion carries.  It was also decided to increase the equipment deductible for the utility tractor, grader and rotary cutter to $1000.  Insurance information on file.
    Dave Froyum will need to be billed for the culvert

New Business:
    November calls for service were 29
    Public Hearing concerning solid waste designation on Tuesday, January 8, 2019 at 9 AM at the Goodhue Government Center.  If the County does designate all mixed municipal solid waste to the Red Wing Solid Waste Campus there will be large increases for the residents of Wanamingo Township. Tom and Kerry may attend.
    Motion by Tom to close the minimum maintenance roads.  2nd by John. Motion carries.
    Motion by Tom to approve a resolution that designates the Wanamingo Town Hall as the official polling place in 2019.  2nd by Don.  Motion carries.

    Motion by Tom to approve a resolution to reinstate the local board powers for the LBAE meeting (Local Board of Appeal Equalization).  2nd by Don.  Motion carries.  County has set date of Wed. April 10, 2019 at 1 PM at the Wanamingo Town Hall
    Review Fire Service Contract with City of Wanamingo.  Payment due January 31, 2019
        Tamra has given the fire extinguisher to Brian Gudknecht to have tagged.  Kerry also stated there are a couple fire extinguishers in the maintenance shed that need to be checked.  Kerry was given a contact name that he can work with from Brian Gudknecht for the tagging service.
    Notification that the City of Wanamingo is requesting approval from the MPCA to apply biosolids of Monty Schaefer's property which resides in Wanamingo Township    
    Wanamingo Township notice of filing has been published and posted.  One supervisor and the treasurer's position are up for reelection.  Filing fee is $2.00. Local election will be held March 12, 2019.  Don stated he does not intend on filing for the supervisor position.  Kerry Olson said he would be interested as long there was not a conflict of interest being he is a township employee.  It was mentioned that another township had a longtime maintenance person who also sat on the township board.  Tamra will check with MAT on this issue.  Nancy agreed to file for another term as treasurer.
    Combined Clerk and Treasurer's training on January 24, 2019.  Both Tamra and Nancy expressed an interest in attending.
