Wanamingo Township January Meeting Minutes
 
The  meeting of the Wanamingo Township Board was called to order at approximately 5:30 PM on Thursday, January 18, 2024, by Chairman Tom Shane.  Member’s present were Supervisors; Tom Shane and John Hegseth. Kerry Olson was absent. Clerk; Tamra Berg and Treasurer; Nancy Hegseth.  The Pledge of Allegiance was said. Clerk’s report was read by Tamra. Motion by Tom to approve the minutes. 2nd by John.  Motion carries. 
 
County Commissioner; Todd Greseth was present. He stated that Calvin Steberg had visited several townships and they were onboard with having a transfer station. Todd felt a private owner would have struggles. Public Works said there needs to be a study for the current Red Wing facilty. Not sure if they would move it to be centrally located in the County. The state flag has been discussed at the County level. There would be a huge cost to change the logo on all the state vehicles besides all the flags. The mobile command center will be coming. Its key benefit is that it can travel to the area where it is needed. Todd thanked the board for the work they do. The board thanked Todd for keeping them updated.
 
Treasurer's report was read by Nancy. Motion by John to approve the treasurer's report. 2nd by Tom. Motion carries.

Planning & Zoning: nothing to report
Roads: Kerry Olson was absent but he passed onto Tamra that he has worked on 4 culverts and was out snowplowing last Sat. and Sun. 
The Presidential Nomination Primary (PNP) will be Tuesday, March 5, 2024. Voting hours 7 AM - 8 PM.
March Township Election information: Tom has filed for Supervisor and Tamra has filed for Clerk. Affidavit of Candidacy and filing fee of $2.00 had been received from each of them.
 Absentee voting begins Feb. 9. Township Election will be Tuesday, March 12, 2024. The annual meeting will follow the election. The Board of Canvas follows the meeting.
 
New Business:
December calls for service were 43
The Annual Goodhue County Township Officers Meeting will be on Sat. Feb. 3 starting at 9AM. Tamra has emailed topics about the Landfill and the distrubance issues that occurred at the MAT Annual Meeting in St. Cloud to the Township Officer's secretary.
The Annual Wanamingo Fire Dept. Meeting will be on Monday, Feb. 5. There will be  Happy Hour at 5:30, Dinner at 6:00 and a Power Point Presentation at n7:00.
Tamra has received the Goodhue County Fair donation request.
John made a motion to approve the 2024 Wanamingo Fire Contract. 2nd by Tom. Motion carries. Tom and Tamra signed the contract. 
Motion by Tom to appoint Tom and Leah Shane, John and Nancy Hegseth, Kerry Olson, Kim Thompson, Dorothy Hjermstad, Chad Quiggle and Tamra Berg as election judges for the PNP election on March 5 and the township election on March 12. 2nd by John. Motion carries. 
We will need to hold a Board of Audit at the Feb. 15th meeting.
There will be a Spring Officers Training on March 19 in Rochester.
The 2024 mileage rates have increased to 67 cents a mile.
As of Jan. 1, 2024 there is a Workplace Law for Earned Sick and Safe Time to part-time employees. Not sure how this affects Kerry as he is salaried 30 hours a week so if he were to be sick he would already receive pay. 
Tamra will need to get W2's completed and sent out.
Tamra will have to submit the WC Audit to MATIT. 
Tamra has received an email for a 2024 Boundary and Annexation Survey (BAS) (voluntary). This is to let them know if there are any changes to boundaries or any annexation in our township.

Wanamingo Township February Meeting Minutes
February 15, 2024
 
The  meeting of the Wanamingo Township Board was called to order at approximately 5:30 PM on Thursday, February 15, 2024, by Vice-Chairman John Hegseth.  Member’s present were Supervisors; John Hegseth and Kerry Olson. Tom Shane was absent.  Clerk; Tamra Berg and Treasurer; Nancy Hegseth.  The Pledge of Allegiance was said. Clerk’s report was read by Tamra. Motion by Kerry to approve the minutes. 2nd by John.  Motion carries. Treasurer's report was read by Nancy. Motion by Kerry to approve the treasurer's report. 2nd by John. Motion carries.
 
Present Bills: Motion by Kerry to pay the bills. 2nd by John. Motion carries.
 
Building Permits: none
 
Old Business:
Planning & Zoning: The County is planning a Zoning meeting in April for the townships. Gregg Erickson has been on the Zoning Board for over 10 years so we will ask Greg Berg if he would take his spot.
Roads: Kerry has done some blading on roads. Concerns about 110th Ave. used by Ag Partners. He plowed today. He has trimmed some trees. Kerry presented a contract from Kielmeyer which is basically the same as the one from 2023. Motion by John to approve the Kielmeyer contract for 2024 for a delivered price of $8.50/Ton from the Foss pit. 2nd by Kerry. Motion carrries.
Culvert: Kerry has talked with Corey Wersal (County) about the 425th culvert, There is a hole in it as well as erosion. It needs replacement. A culvert 60 inches by 60 ft is approx. $19,000 with an apron cost of $1500. What would labor cost? Kerry will investigate further with companies. Hancock may have a cement culvert that size available. 
Kerry has not done any work for Leon Township west of Hwy 52

The closing of the Wanamingo Landfill was a topic discussed at the County/Township meeting in Feb. Many in attendance would like to see a transfer station put in place.
At the Annual Fire Dept meeting they stated they will need a new pumper truck.
The W2's were issued. Everyone said they got theirs.
The MATIT Worker's Comp Audit Report was completed and sent.
The Spring Officers Training will be on March 19 in Rochester

There was John Deere letter about the excavator lease. Kerry will follow up on this..
Tamra presented the Minnesota Benefit Association (MBA) Group Insurance letter. All officers have to take the insurance. No one was interested.
The road map from the County needs to be reviewed as we saw some discrepancies.
Annual Meeting topics to be discussed: road vacation, 114th Ave was an issue last year, Reports from Gregg Erickson for the Ambulance, John for the Fire Dept., Tamra for Planning and Zoning, Kerry for the roads. Discussion about raising the levy as the costs for road materials has increased along with the contract costs for fire and ambulance. 
Tom is on vacation starting Mon, March 18. John will act as vice-chair in his absence.
Kerry is on vacation from March 15 - April 1. Will have Bob Gadient cover and Kerry will communicate with him. Will move the March monthly meeting up one week.
Tamra and Rae worked on the Township Website, There is a bit to learn. Tamra felt Rae should be compensated for her time. Kerry agreed but John wanted to think about it.
We need to think about having a Township credit card. The website, anti-virus and microsoft word programs all are paid by individual's credit cards, This needs to be looked into.
Tamra still needs to complete the MN Pera Exclusion and annual leave reports.
 
The supervisors reviewed the Board of Audit with treasurer and clerk locating random canceled checks and deposits selected by the supervisors. Reporting forms and statements were reviewed.
It was noted that what the township spent was way more than what the township took in for revenue. Board decided to present an increase of $9,000 to the residents at the annual meeting.

Wanamingo Township March Meeting Minutes
March 14, 2024

The  meeting of the Wanamingo Township Board was called to order at approximately 5:30 PM on Thursday, March 14, 2024, by Chairman Tom Shane.  Member’s present were Supervisors; Tom Shane, John Hegseth and Kerry Olson. Clerk; Tamra Berg and Treasurer; Nancy Hegseth.  The Pledge of Allegiance was said. Clerk’s report was read by Tamra. Motion by Kerry to approve the minutes. 2nd by John.  Motion carries. 
 
Building Permits: Tim Thoreson was present to apply for a building permit for a garage at his parent's home. The board reviewed the information. Motion by John to approve the garage building permit for Birdeen Thoreson. 2nd by Kerry. Motion carries.
 
Visitors present: Jason Fitzgerald, Ben Hoyt and Samantha Pierret from County Zoning and Corey Kielmeyer.
 
Jason Fitzgerald would like to scrape black dirt and remove sand on his property in Section 28 in Wanamingo Township. He has already received a temporary mining permit from the County as the sand would be used on the County 1 road project east of Hwy 52. He is looking at removing approx. 20,000 ton of sand on a knoll with the end goal of farming that area. Tom said Jason would still need to go through the township's zoning board to apply for an Interim Use Permit. The Boyum pit was brought up as the township does not want the same problems they had with that pit to occur on this project. The Boyum pit is not an immediate concern to the County. The temporary County permit is issued for 2 years of operation and 2 years to close. The operator would be responsible to reclaim. Corey said to be aware of IMS who works as an operator. Jason would like to get moving on this project asap and he is willing to show the site to whomever. Tamra will check with the other zoning members about a special meeting. 
 
Corey Kielmeyer had contacted Kerry about doing rock deliveries. Kerry had informed him that the township may be cutting the amount needed in half. Tom stated the roads look great due to the mild winter. Corey thought the amount should be 7,000 ton and he bases his price on that amount. It was mentioned that  the road inspections should be done before making any decisions on what amount is needed. Corey's prices may go up if the product amount is less. Corey will keep in touch with Kerry to determine what is needed.
 
John made a motion to appoint Greg Berg to the Planning and Zoning Commission replacing Gregg Erickson. 2nd by Kerry. Motion carries.
 
Treasurer's report was read by Nancy. Motion by Tom to approve the treasurer's report. 2nd by Kerry. Motion carries.

Roads: Kerry said nothing to report
Culverts: Bid from Final Grade Excavating has been received for the culvert project on 425th. Waiting for bids from Billman and Schumacher.
90th Ave bridge: no updates
Excavator will go back in June. At the May 25, 2023 meeting a motion was made that the excavator would be used for cleaning out the culverts and would be used for 200 hours. Tom has used it for 24 hours. 
Tamra and Kerry reviewed the road map and Tamra gave it to the County.
The Presidential Nomination Primary (PNP) was on Tuesday, March 5, 2024 with a good turnout. Thanks to all the judges for working.
The Township Election was held on March 12 with the Election Results as follows: Tom Shane; Supervisor: 10 votes, 1 blank, Tamra Berg; Clerk: 11 votes
Reminder of the Spring Officers Training March 19 in Rochester. Tom and Kerry will be on vacation.
Reminder of the Board of Appeals on Tuesday, April 23, 2024 at NOON.
Motion by Tom to pay Rae Rusnak a $50 stipend for her time spent on website instruction with Tamra. 2nd by Kerry. Motion carries. 
John will check with the bank about a credit card for the township. Motion by Tom to apply for a credit card with a $500 limit and 2 cards. 2nd by John. Motion carries.
The MN Pera Exclusion report was completed by Tamra

February calls for service were 32
Tom will be on vacation from March 18 - May 1st or 2nd. Kerry will be on vacation from March 15 - April 1st or April 2nd.
The Oath of Office for Tom and Tamra cannot be done at this meeting.
Will have to wait to do Reorg Meeting when all supervisors are present
Road Inspection dates of May 1 or 8 which are Wednesdays when Tom returns.
Tom made a motion to appoint John Hegseth vice-chairman in his absence. 2nd by Kerry. Motion carries. 
Tamra had received Township bridge information from the County. Printed a copy as it shows how to access a bridge detail structure report online.
Tamra gave the supervisors the  MATIT insurance property and policy reports to review.
Tamra received Excel Transmission Line Information in the mail.

Wanamingo Township April Meeting Minutes
 
The  meeting of the Wanamingo Township Board was called to order at approximately 5:30 PM on Thursday, April 18, 2024, by Chairman Tom Shane.  Member’s present were Supervisors; Tom Shane, John Hegseth and Kerry Olson. Clerk; Tamra Berg and Treasurer; Nancy Hegseth.  The Pledge of Allegiance was said. Clerk’s report was read by Tamra. Motion by Tom to approve the minutes. 2nd by Kerry.  Motion carries. 
 
Building Permits: Cindy Fisher-Broin was present to apply for a building permit for an attached 28 X 30 garage at the Broin home farm. The board reviewed her information. Motion by John to approve the permit. 2nd by Kerry. Motion carries
 
Ray Schoenfelder was present to discuss 114th Ave. He is proposing to purchase Pat Flom's house and will demolish it. He would then like to put a septic there. He would like to have 114th Ave vacated so it would then be used as a driveway. There was discussion as to the process of vacating. Ray felt that the County wasn't guiding him in the septic process. Ray would still need to contact REA and EXCEL about right of way. County Commissioner Todd Greseth was present and said he would check with the County end of things. 
 
Todd Greseth stated that Lisa Hanni is retiring as of June 1. She oversaw several different departments within the County and had a lot of knowledge. They will be working on how to replace her. The landfill is now closed. County is going to set up a drop off location in Kenyon off of Hwy 60. It will be a transfer station and will be open for a few weeks on Saturdays but no startup date has been set. Concerns for the landfill were that it would have been required to have a liner installed. Land it sits on will not be very productive for Glen Steberg. Nancy asked Todd about the County cutting trees and leaving the debris. She cleaned it up but Todd said to call him next time as the County should take care of it. Fitzgerald had the lowest bid for the sand used on the County 1 project. Pay to Stay has been waived for jail prisoners as the prisoners weren't paying. The board thanked Todd for attending. 
 
Treasurer's report was read by Nancy. Motion by John to approve the treasurer's report. 2nd by Kerry. Motion carries. John said that Tamra should not have deposited the fee from Fitzgerald in the bank and that it should have been only done by the treasurer.
 
Micky Nesseth was present wondering about the sand pit. He saw black dirt being moved in. Tom and Kerry said they would make a site visit the next day.

John asked about the Anderson bill for rock. Will hold back the check until we find out what it was for.
 
Old Business:
Planning & Zoning: Met on 3/20 and 04/09. IUP issued to Jason Fitzgerald
Roads: Kerry has rocked 13 miles. He will talk to Ag Partners about rock on 110th Ave. Tom asked about chloride.
No updates on the culverts
90th Ave bridge: no updates. Trees have been cut and contractor will remove. They are waiting for the culvert to be made.
Waiting for additonal bids for 425th culvert replacement
Road Inspection is scheduled for May 1st at 8 AM. Rain date is May 8th  at 8 AM. Tamra will post the notice. 
Spring Officers Training was March 19 in Rochester. John, Nancy and Tamra attended. Voting on changing the bylaws took place. CTAS use was discussed.
 Board of Appeals will be on Tuesday, April 23, 2024 at NOON. John and Kerry plan to attend.
Township Website appears to be up to date
John has checked with the bank and they don't do credit cards. They issue debit cards and you can set a limit. After some discussion the board decided to table the matter for now.

Oath of Office completed by Tom and Tamra. Tamra was told you only have a certain timeline in which to take the oath otherwise your position is vacant. Clerk's oath has to be done by a notary.
Tamra and Tom recieved an Excel Transmission Line registered letter
Motion by Tom to open the Minimum Maintenance Road (West Woods). 2nd by John. Motion carries. 
Discussion concerning permit fees as Tamra felt the IUP was too low given the time she spent on it and the additional costs associated with it. It was also thought that a flat fee for all building permits would be more fair being there is little work that the board does to review them. 
Tamra will check the fees from other townships and discuss this at the next Zoning meeting. 
Annual Meeting agenda items: 
Tom made a motion to skip the donation to the Goodhue County Fair Board for this year.2nd by Kerry. Motion carries. Tom made a motion to donate $400 to the Goodhue County Historical Society. 2nd by John. Motion carries. 
Tom made a motion to certify the township levy as discussed at the annual meeting with an increase of $9,000. General $30,000 Road and Bridge $152,000 Fire $24,000 Total $206,000. 2nd by John. Motion carries. 
Kerry made a motion to accept the resolution to offer a bounty of $20.00 per coyote and a $1.00 bounty per gopher plus ½ cost of bait. 2nd by Tom. Motion carries. 
Motion by Kerry to approve March 11, 2025 for the township annual election and meeting with the same voting and meeting times as 2024. 2nd by Tom. Motion carries.

May 16, 2024

The meeting of the Wanamingo Township Board was called to order at approximately 5:30 PM on Thursday, May 16, 2024, by Chairman Tom Shane. The members present were Supervisors; Tom Shane, John Hegseth and Kerry Olson. Clerk; Tamra Berg and Treasurer; Nancy Hegseth. The Pledge of Allegiance was said. The clerk’s report was read by Tamra. Old Business:
Planning & Zoning: nothing to report
Roads: Kerry has been out rocking and grading the roads. He will need to mow and get after the weeds. Chloride will be applied soon. Davis Foss has had chloride applied. Special attention needs to be taken when grading as to who has applied chloride. Luhman’s has a list of who they apply for but there are residents who apply their own. Will have chloride applied from Hader Trail to the top of the hill (west) which is approx. 600 ft and County 30 north on 100th Ave which is approx. 400 ft. This should reduce the wash boarding.
Road Inspections: Kerry has made up a list and it is in the road book. We should do a comparison with the previous year to see if those items got covered.
Culverts: some have been cleaned out along with trees. Kerry will do 66th Ave. He has 3 culverts left to complete. He has addressed the faded signs. Had gotten a culvert bid for 425th from Fitzgerald. The board has decided to wait on the culvert replacement due to the 90th Ave bridge replacement this year. Culvert for the 90th Ave bridge is planned to be made in July and installed after that. Has the culvert on 400th been addressed as the township had paid for some rock which was supposed to be split with Leon Township.
Tree trimming: Need to find a place to put the tree branches as they should not be pushed back in the ditch as that would only cause problems later. Davis Foss has a tree overhang on 70th Ave. There is also a tree overhang at Kerry’s.
Culvert completion on 400th (Leon twp town line road)
The Board of Appeals was held on Tuesday, April 23, 2024, at NOON. Tom, John and Tamra were in attendance. No residents were present.
No update on a credit card for township
Tamra had visited the Ecxel Transmission Line website on a proposed line as it does go through Wanamingo Township. Area is north of Hwy 60 near Nick Overby’s.
Kerry was contacted by Pat Flom as she was concerned about the township vacating 114th Ave. Kerry contacted Pat’s daughter to let her know that Ray Schoenfelder is the one that approached the township. Ray has concerns about the septic systems with the homeowners there and is working on a solution by having a community septic.
New Business:
April calls for service were 32
Tom and Kerry made a sand pit visit and didn’t see any issues. They plan to visit again.
Tamra emailed Corey Wersal to ask about the County 8 project as several residents asked her about it. Corey said they are working at Hader and will be reclaiming and repaving #8 with the project to be completed around July 4.
Tamra had submitted paperwork for reimbursement from PNP election. Tamra had completed ARPA paperwork Tamra attended clerk election training on May 8/ Judges will need to declare a party or state no affiliation/ There is upcoming training in July.There was an email for a MAT Membership Survey for officers to complete Tamra received the 2023 Noxious Weed Report via email. It is 17 pages, so she’ll forward it to Kerry. There is a Town Law Review on May 31.
Motion by Tom to hire Josh Lyon for lawnmowing at town hall at $40 per time. 2nd by John. Motion carries.
We were sent a Goodhue County Land Use survey to be completed by the board. Tom said he would complete it if there were no objections and there were none. Tamra did ask that a copy be made so the township has a record of it.

The meeting of the Wanamingo Township Board was called to order at approximately 5:30 PM on Thursday, June 20, 2024, by Chairman Tom Shane.  The members present were Supervisors; Tom Shane, John Hegseth and Kerry Olson. Clerk; Tamra Berg and Treasurer; Nancy Hegseth.  The Pledge of Allegiance was said. The clerk’s report was read by Tamra. Motion by John to approve the minutes. 2nd by Kerry.  Motion carries. 
 
Building Permits: Emery Maher was present to apply for a building permit for an addition to Emmanuel Church. The County will also be holding a variance meeting as the addition does not meet the County's setback requirements. Motion by Kerry to approve the permit. 2nd by John. Tom abstains as Shane Electric will be doing work on the project. Motion carries.

Old Business:
Planning & Zoning: no updates
Road Updates: Kerry said all the roads are having some issues due to all the rain. He fixed a washout on 425th. The culvert on 110th Ave has been replaced. 1st cut mowing has been completed. He will put on the bigger mower to get at the weeds. Weed control needs to looked at. All culvert cleanouts that were noted have been completed. The excavator has been returned but hours used were not noted. 400th culvert with Leon Township still needs to be done. There had been a gravel bill for this project that we had paid so we'll look into that. There is cornstalk debris all over which is difficult to clean up. Tom stated that he had done the ditch mowing on 70th south of 30 last year so unsure why resident had mentioned that it wasn't done. Tom did state there were some steep spots that were too dangerous for him to do. John mentioned that there are potholes on 40 Acre Trail that need attention. Kerry will get those taken care of. Chloride has been applied Tree trimming still needs to get done.
 
Tamra had recieved an email stating that the mileage costs for traveling for PNP training in Red Wing would not be reimbursed. 
 
Tom completed the Goodhue County Land Use survey and made a copy for the township's records. Tom wants the County to support agriculture.
 
New Business:
May calls for service were 28. Sheriff’s office is fully staffed as of June
Tamra had to complete a Safety Equipment sheet for the County and suggested we purchase a first aid kit. Kerry said there was one in the Maintanance shop. Will look into one for the meeting area.
The County has set up online and in-person Election Training. Tamra sent out an email asking judges what their preference would be and will schedule them accordingly. 
Tom made a motion to appoint John and Nancy Hegseth, Dorothy Hjermstad, Kim Thompson, Chad Quiggle, Kerry Olson, Rae Rusnak, Tom and Leah Shane as election judges and Tamra Berg as head judge for the Primary Election on August 13 and General Election on Nov. 5.  2nd by Kerry. Motion carries.

Wanamingo Township Meeting Minutes
 
The meeting of the Wanamingo Township Board was called to order at approximately 5:30 PM on Thursday, July 18, 2024, by Chairman Tom Shane.  The members present were Supervisors; Tom Shane, John Hegseth and Kerry Olson. Clerk; Tamra Berg and Treasurer; Nancy Hegseth.  The Pledge of Allegiance was said. The clerk’s report was read by Tamra. Motion by John to approve the minutes. 2nd by Kerry.  Motion carries. 
 
Ryan Carlson with Cedar Creek Energy, Cindy Fisher-Broin, Josiah Fisher were present to discuss two stand alone solar projects. Ryan presented plans to the board with an October timeline for the project. Josiah has been doing some site prep work. No ag land is affected. Josiah explained to the board about the location. The board will do a site visit on Wed. July 24 at 8:30 AM. 
 
Matt Voxland with Holden Township was present to discuss 60th Ave by Barry Baalson's with ongoing issues with the road washing out. He feels the road is too low and a possible solution would be to place culverts in other locations so more water flows through. When the County replaced the bridge the DNR was involved in where the current location was selected. The road needs to be raised. There is available fill from Kielmeyer's. The board will contact Jason Fitzgerald and Schumacher's for bids. Wanamingo and Holden townships will keep in contact. 
 
County Commissioner; Todd Greseth was present to give an update on the County issues. They are working on a budget project. Wanamingo and Pine Island will need to pay more for the Sheriff's costs. Increase to $87 an hour. Todd has refiled with no one else against him. Keith Allen is running for a MN House seat. There has been a manure spill due to the escessive rains reported to Pollution Control with some fish kill. The first County Cleanup Day did not go over well with a very low turnout but they will keep trying. The board thanked Todd for attending.

Planning & Zoning: no updates
Road Updates: Kerry said that 40 Acre Trail had been underwater. He bladed it when the water receded but will go over it again. The tree limb by Davis Foss' has been removed. He has put the debris at the town hall and will burn it. The tree on 430th has been cleaned up. He has been mowing with the big mower. 415th needs rock for about a mile as that got a lot of extra traffic due to the County 8 repaving project  Kerry will call Kielmeyer for rock. There are several residents on that road that have applied chloride. Kerry has contacted Sawdust Savage out of Mazeppa about taking down 2 trees on 110th. Will wait until fall harvest is completed. Kerry will ask for a bid from them and present it at next month's meeting.
90th bridge replacement should be in early August
Noxious Weed Control: Kerry is working on spraying. 
The culvert on 400th (Leon twp town line road) still needs to be fixed. 
Nancy asked about an Xcel letter she received concerning the transmission line. This letter was discussed at the May meeting as both Tom and Tamra had each gotten one as well.
Nancy had gotten a notification from the Goodhue County Fair Board. She will respond to them that Wanamingo Township chose not donate for 2024.
 
New Business:
June calls for service were 43/ Working on body cameras 
The County was asking if there were any issues to report from flooding starting on June 16. Tamra had forwarded the email to John and Kerry. Tom had received a separate email. Kerry thought the township had only spent about $500 towards gravel. We will have to reimburse Holden Township for the flooding issues on 60th.
Tamra had received a Frontier Consent Form for work to be performed on 66th Ave. Tom signed the form and Tamra will email it back to them. 
There will be a meeting at the Wanamingo Fire Hall, August 6 at 7:30 PM to discuss the future purchase of a new truck.
The Primary Election will be Tuesday, August 13, 2024. Hours are 7 AM - 8 PM. The judges have been completing their training. Tom requested to work the early shift. Leah will work before noon. John and Nancy chose not to work. Tamra will set up a schedule for those working and send it out. 
The County is hosting a Hazard Mitigation Plan Zoom Meeting on July 22
There will be a MAT District 4 Meeting on Monday, August 19 at the Church of St. Patrick, Shieldsville.
 
Other Business: John asked about the weeds in pastures. Board is the local weed inspector. In the past a couple residents were sent letters with only one resident taking action for their weed issue. The board will have to notify the residents with weed problems.

The meeting of the Wanamingo Township Board was called to order at approximately 5:30 PM on Thursday, August 15, 2024, by Chairman Tom Shane.  The members present were Supervisors; Tom Shane, John Hegseth. Kerry Olson was absent. Clerk; Tamra Berg and Treasurer; Nancy Hegseth.  The Pledge of Allegiance was said. The clerk’s report was read by Tamra. Motion by John to approve the minutes. 2nd by Tom. Motion carries. 
 
Building Permits: Joe Koncur was present to apply for a building permit for a shed. Motion by Tom to approve the permit. 2nd by John. Motion carries. Josiah Fisher was present to apply for two separate permits for stand alone solar. The board had made site visits to both locations. Motion by Tom to approve the permit for the solar installation at the Broin "home" farm. 2nd by John. Motion carries. Motion by Tom to approve the permit for the solar installation at Nick and Cindy Fisher-Broin's home. 2nd by John. Motion carries. 
 
Sheriff's deputy; Matt Garrick was present. He was asked about a recent buglary in the township. He stated it was nothing to be concerned about as it was drug related. The sheriff's dept. is now fully staffed. Body camera's should be in place by Sept. Tom asked about Wanamingo getting coverage. The city and sheriff's dept. are talking about costs. K-W school does not have a resource officer. The deputy was thanked for attending and his service.

The 90th bridge replacement is under construction. Tom feels its overkill for what the road use is. Tamra will send paid engineering bills to the County.
Noxious Weed Control; Ditches need to get mowed and sprayed
Tom will talk to Kerry about tree trimming and ditch mowing.
Tamra attended the meeting at the Wanamingo Fire Hall on August 6 at 7:30 PM. They presented their budget showing their expenditures and plan on purchasing a new truck at the cost of 1.2 million. 
The Election Primary was on  August 13, voting went well and thanks to the judges for working. We had 43 voters.
 
New Business:
July calls for service were 45
Resident concerns: The right of way on 408th St. Way needs to be trimmed back, Tamra looked back and we cleaned up that area in 2017 for $6400. The abandoned vehicle on 114th Way belongs to Pat Flom. She is currently working on getting it moved off the township road.  425th by 8848 had issues with the field drive culvert. A field drive culvert repair would be up to the landowner to take care of. The 425th culvert with the hole will need replacing and the township is aware of the issue. A resident was asking about paving on County 44 due to dust. He was told that County 44 is a county road and estimated costs could be $500,000 for one mile of pavement.
The County had a FEMA meeting on August 6 and the township decided not to attend. Supervisors were sent an email. Tom did talk with Matt Voxland who had attended and it was felt that there would be a lot of paperwork.
There will be a MAT District 4 (MAT Director Gary Burdorf) Meeting on Monday, August 19 at the Church of St. Patrick Shieldsville, 7525 Dodd Road, Faribault MN
Motion by Tom to allow Aspelund Church to use the town hall for Sunday School classes until the church addition is completed. 2nd by John. Motion carries. 
Tamra recieved an email from the County from the July 22 meeting and will forward it to the supervisors if they want it and they did not. 
There was a Broadband flyer from the County
County asking if we have any special assessments and we do not.
Tamra will complete the Levy Certification form and give to the County

The meeting of the Wanamingo Township Board was called to order at approximately 5:30 PM on Thursday, September 19, 2024, by Vice-Chairman John Hegseth.  The Pledge of Allegiance was said. The members present were Supervisors; Tom Shane, John Hegseth and Kerry Olson. Clerk; Tamra Berg and Treasurer; Nancy Hegseth. 
 
County Commissioner; Todd Greseth was present to update the board. The budget has been set at 4.43%. They are working on filling positions due to Lisa Hanni's retirement. They need to fill a Communications position. Todd is trying to reduce staff. The City of Wanamingo has come to an agreement with the Goodhue Sheriff's Dept. for coverage.
The Board thanked Todd for attending.

Planning and Zoning met on September 10. Discussion concerning raising permit fees and the board was given suggested amounts. Zoning does not want to see large solar projects in the township. Still working on updates to the zoning ordinance. County plans on having a County wide zoning meeting to review survey results and also discuss the County's cannabis ordinance. Our group plans to meet in Nov. 
 
Sheriff's Deputy; Trevor Sullivan, stopped in. He stated they have had a busy August. There was a head-on crash on Hwy 52 which resulted in a death. The body cam project has been rolled out. They have a suspect for the Trump sign damage from April. Camera footage retention is in the cloud. If there was a warning issued that data is only held for a limited time. John pointed out there has been a vehicle with excessive speed driving by his house. The deputy was also made aware that there are cameras in place at the town hall. The deputy was thanked for his service. 
 
Road Updates: Kerry has been mowing. He sprayed buckthorn and brush on 408th St. Way. Once weeds are dead he'll cut them back. He plans to check the ditches with the sprayer. The 90th Ave. bridge is done. Kerry has put some additional rock down. Dale Fredrickson's tree is hanging over the right-of-way and needs to be trimmed. Kerry will contact Dale about it. Tim Hinrich has dumped some dirt from Peggy Nelson's and Kerry will use for fill. No bids have been received for the culvert repair/installation on 60th Ave. The 90th Ave bridge costs came in at approx. $225,000. Tamra was told by the County that if the engineering costs are under $10,000, we will only have to pay that amount.
 
New Business:
August calls for service were 43. Tamra was emailed a Sheriff's Dept Office flyer.
Tamra attended the MAT District 4 Meeting. Discussions concerning the flooding and FEMA. Carver County presented a letter asking for resignations from MAT director; Gary Burdorf, Executive Director; Jeff Krueger and MAT attorney; Steve Fenske. Carver County took issue that MAT funds were used to help fund attorney fees for Burdorf and Krueger.

John had forwarded an email from the Goodhue County Fair Board addressing our township's reasons for not donating in 2024.
Tamra had received an email from the County for 2025 Seal Coat & Bituminous
Tamra had posted the County's Hazard Mitigation Plan Public Review per their request on the outside bulletin board.
MAT had sent out an email for a webinar on solar on public buildings program & public comment on internet technology.
An email was received stating the Court of Appeals Upholds Decision in Favor of Michael Miller. This was a lawsuit brought by MAT President; Gary Burdorf and MAT Executive Director; Jeff Krueger against a former MAT director; Michael Miller. 
Email about a BJA FY 24 Edward Byrne Memorial Justice Assistance Grant (JAG) Program. 
Email that the County was making changes to their GIS maps
Tamra attended Election Refresher Training where they reviewed incidents that were reported from the Primary.
At the Primary, Tracy Jean Lounsbury expressed interest in working as an election judge. She will have to complete online training.  Motion by Tom to appoint Tracy Jean Lounsbury as an election judge for the General Election. 2nd by John. Motion carries.

Nate Pepin with the Goodhue County Sheriff's Dept. introduced himself. Tom asked what was new and Nate said there was nothing pressing. The Trump sign issue still hasn't reached the attorney's office. They have helped recover a 12-year-old who had been abducted. The "speeder" who was going by John's house hasn't been a problem lately. Tamra mentioned the "traveling open house" which would bring the Sheriff's equipment to the town halls in the County. It would be best to have that in town as we seldom have residents in attendance at a township meeting.  We also do not have a good way to even let our residents know about the event. Nate was thanked for his service and for updating the township board.

Old Business:
Planning & Zoning: At the Sept. meeting the Township Board was given the permit fee changes as discussed by the Zoning Board. The Township Board agrees to the fee increases but would like the fee for a dwelling to stay as it is; $1.00 per $1000. Tamra will take the information back to the Zoning Board. A resolution will need to be passed by the Township Board in order for the fees to take effect. 
Road Updates: Kerry has not been blading due to the dry conditions. Mowing is on hold due to the tractor needing a repair under the cab. This will take time to fix. Lee's had called Kerry requesting chloride to be applied by the new bridge area on 90th. Luhman's price was about $1000 for liquid. Kerry will look into purchasing dry chloride and applying it ourselves. Jon Romo would let the township use his machine to apply it. It was decided to wait and see how the roads are after we get some moisture. Kerry has removed the tree by Dale Fredrickson's. When the tractor mower is fixed he'll work on the ditches. Kerry has not checked 408th St Way to see if the weeds are dead. He'll try to do some bad spots once the tractor is fixed. 
60th Ave culvert: Kerry has talked to O'Brien and was given some preliminary numbers. $50,000 for two culverts. Matt Voxland has talked with Schumacher. Kerry will call Fitzgerald and ask if he is interested in bidding on 60th and will ask about the sand pit status. Tom and Kerry will make a site visit.
 
New Business:
September calls for service were 42. 
Yngsdal's wondering when their mailbox will be replaced. Kerry has the new one and will get it taken care of.
Tamra will send the County the Request for township mileage form for 39 miles
Tamra will write up an election schedule. Leah would prefer mornings. Tom would do midday. Kerry will work the late shift as he is the driver to Red Wing. John and Nancy choose not to work but will be backups.
There is Clerk and Treasurer Training in November focusing on year-end. More information can be found on the MAT website. 
 
Other Business: Kerry has found a different bat wing mower. It's better than what we have and he has demo'd it. With trade it would be $4500 to boot. Ours is a 2013 and this one is from a local farmer and it is a  2018. Motion by Kerry to purchase the 2018 bat wing mower. 2nd by Tom. Motion carries.

Old Business:
Planning & Zoning met on Nov. 12.  Rae, Jeff and Greg will make a site visit to the Fitzgerald pit.  Our IUP is good for one year with the County giving Jason two years. Tom has looked at the pit and it appears too deep. Tom will call Jason and remind him that the IUP was only good for one year. Zoning board opposes any solar or alternative energy in the township. The township board does have the final say as to what the ordinance reads. 
Road Updates: Kerry has gone over everything since it rained. He'll go over it again and then get ready for snow. Kerry did mow with the new mower and is pleased with it. The oil line has been fixed on the tractor. The weeds on 408th St. Way have been killed to an extent but there needs to be some cleanup. Kerry will use the fill stored at the town hall to fill holes. Someone is tearing up the gravel on 100th and 400th. They will keep an eye out for whoever is doing this. 
60th Ave culvert: Matt Voxland has talked with Schumacher. Kerry did get a bid from Schumacher for culvert repair on 425th. It was decided to hold off on this. 
We had a wonderful turnout for the General Election. Thanks to the judges for helping. 
The County is hoping to get the final billing for the 90th Ave Bridge before the end of the year. Estimated cost is $225,589 with the township required to pay $20,000.
 
New Business:
The October calls for service were 28 
The Yngsdal's are happy with the new mailbox that Kerry put up.
Tamra will attend the clerk election training meeting on Dec. 16 for March elections in Red Wing.
The 2024 Annual MAT Conference will be Friday, Dec. 13 and Sat. Dec. 14 in St. Cloud. No one appeared interested in attending. 
There was an email sent from MAT about a Gravel Road Survey. No one took it.
Reminder that there is Board of Appeal Training coming up.
There is Minnesota Snowplow and Safety Simulator Training for Local Agencies available. Kerry was not interested.

MAT had suggested that the townships approve a resolution delegating cannabis retail registration to the County. Tom will ask Todd Greseth about this.

The meeting of the Wanamingo Township Board was called to order at approximately 5:30 PM on Thursday, December 19, 2024, by Chairman Tom Shane. The Pledge of Allegiance was said. Members present were Supervisors; Tom Shane, John Hegseth and Kerry Olson. Clerk; Tamra Berg and Treasurer; Nancy Hegseth. The clerk’s report was read. Motion by Kerry to approve the minutes. 2nd by Tom. Motion carries. 
 
Sheriff's Deputy Ayres was present. He reported there were several accidents due to the recent snowfall. Tom stated the township is concerned about the roads being "torn up" as this affects the gravel being thrown into the ditches. Leo Nesseth's grandson was causing this issue and Leo said he would talk to him. Tom also asked about a drone that was seen in Zumbrota. The deputy said their drones do have restrictions that they must follow. The board thanked the deputy for his attendance and his service. 
 
The treasurer's report was read. Motion by Tom to approve the treasurer's report. 2nd by Kerry. Motion carries. Nancy did mention that there was approx. $1300 in outstanding checks.

John wondered if Kerry could now take that over since the overpass at Hader is completed. Kerry will talk to Steve McNamara about it. There was also discussion about the cost of the Wanamingo Fire Contract. The Fire Dept. will be purchasing a new pumper truck. Motion by John to pay the remaining bills. 2nd by Tom. Motion carries.
 
Old Business:
Planning & Zoning: Tamra had received a call from Cedar Creek Solar proposing a solar farm on Broin property across from Bombay. There was discussion as to how to proceed without having the zoning ordinance updated. Tom will call MAT. Tamra gave Tom a copy of the moratorium that Goodhue Township had in place. Main concerns are placing solar on productive farm land. 
Road Updates: Kerry has been out plowing. He mentioned he could use help.
Both Tom and Kerry checked the Fitzgerald Pit on separate occasions. Tom had called Jason after the Nov. meeting to make him aware of the township's IUP. Jason assured Tom that the pit should be reclaimed by spring 2025. The board was also reminded that Jason's letter of credit terminates on April 10, 2025.
No updates on the 60th Ave culvert
The 90th Ave bridge has been completed with the township's payment of $17,200.25 to the County. Total cost of the project was $238,189.34. 
After checking with the County, Tom made a motion to approve the Resolution delegating cannabis retail registration to the County. 2nd by Kerry. Motion carries.
Tamra attended Clerk election training on Dec. 16, 2024 in Red Wing
No one had any information about the 2024 Annual MAT Conference 
Reminder that there is Board of Appeal Training. Tamra will send Kerry and Tom the link to the online training.

Notice for filing for supervisor and treasurer will start on Tuesday, December 31, 2024 and ending at 5 PM on Tuesday, January 14, 2025. Filing office will be open from 1-5 PM on Jan. 14. Filing fee is $2.00. Notice is posted and has been published
Absentee Voting will start on Feb.7. There was a lot of discussion at the election training. County will supply clerks with everyone who is requesting an absentee ballot.

MATIT insurance has been updated to reflect the newer mower
Tamra had discussed the land use survey from May 2024 with the interim land use administrator. Many townships concerned about solar.

Rae let Tamra know the website costs will be increasing 
Tamra received an IRS letter. They were missing a 941 form from 2021.
