2022 Annual Meeting for Wanamingo Township  March 8, 2022

The Wanamingo Township Annual Meeting was called to order at approximately 8:05 PM on Tuesday, March 8, 2022 by Clerk Tamra Berg. The Pledge of Allegiance was said.  Tom Shane made a nomination to appoint Joel Rostad as the Moderator.  2nd made by Kerry Olson.  Joel Rostad will act as the moderator.  Election judges; Chad Quiggle and Kerry Olson  will count the ballots.

The 2021 meeting minutes were read by the clerk.  Motion by Kerry Olson to approve. 2nd by Rae Rusnak.  Motion carries.

The 2021 Financial Report was read by the clerk. Motion by Tom Shane to approve. 2nd by Rae Rusnak.  Motion carries.

Deputy Tyler Riegelman gave a report on the Sheriff’s Dept. activities. They have hired 4 new deputies. Catalytic converter thefts are still occuring. The deputy recommended that residents lock exterior tanks and keep vehicles locked. The sheriff's department will be holding an open house on June 9th. Tom Shane asked about cameras and the deputy suggested they be registered with the sheriff's department so if something is suspicious they can view it. The deputy was thanked for the information and his service.

Fire Department: John Hegseth reported as he attended the February meeting. They are sitting good financially. They are replacing the interior of the old truck. Cots for the trucks need to be replaced and they are looking for donations. The turnout gear is being updated. The building is looking into some repairs.

Ambulance: Gregg Erickson was not in attendance to provide an update.

Planning and Zoning: Tamra Berg reported that the ordinance from 2000 is still being updated. Changes to  mining and solar need to be included.

Road and Bridge: Kerry Olson stated he has finished the culvert on 425th by Birdeen Thoreson's. Added 10 feet. Widened the culvert on 66th. Should be easier for trucks and farm equipment to maneuver. Kielmeyer will have bids coming and price will be up. Rock is from the Foss pit. Will try to get rock out as soon as possible. Ag Partner's are paying for 1/2 the rock on 110th. Kerry is building a sprayer to help keep the noxious weeds in check. The L0698 (63rd Ave) bridge should be done in July. The 90th Ave. bridge is scheduled for 2023 and will be a double box culvert. There will be a meeting on March 16 to discuss the Interchange of 52/Hader. The township may see increased traffic on other roads due to construction. Equipment is holding up. The grader is obsolete with parts impossible to find. Kerry had to build an accelerator pedal.

County Commissioner Todd Greseth introduced himself. He thanked the local boards for their work. The County raised the levy 1.75%. They received 9 million in ARPA dollars which a lot of funds going toward broadband. Rae Rusnak asked about grants and Todd stated you need a company to apply. The County has a 78 million budget. Todd appreciates all the County staff. They have an upcoming board planning meeting. Todd was thanked for attending.

Projects: Bridge L0698 (63rd Ave). There were extra expenses which added to the cost. The township should be reimbursed approx. $14,000 from the County. Total bridge cost was $300,000. The 90th Ave bridge should be less. The township paid $10,000 to Cherry Grove township for the bridge on 460th.

George Rostad asked about the Boyum Pit. There was discussion concerning closing the pit.

Donation requests:  Motion by Rae Rusnak to donate $1000 to the Goodhue County Fair.  2nd by Kerry Olson.  Motion carries.  Motion by Tamra Berg to donate $400 to the Goodhue County Historical Society. 2nd by Rae Rusnak. Motion carries.

Levy:  Board is recommending keeping the same total amount as the previous year. General $30,000,  Road and Bridge $145,000,  Fire $22,000, Total $197,000. Motion by Tom Shane to keep the 2021 levy the same as 2020. 2nd by Kerry Olson. Motion carries.

Motion by Tamra Berg to keep the bounty at $1 per gopher and one half the cost of bait, 2nd by Tom Shane. Motion carries. Motion by John Hegseth to keep the bounty at $20 per coyote. 2nd by Tom Shane. Moton carries.

Motion by Bridget Rostad to hold the 2023 elections and the annual meeting on the second Tuesday in March of 2023 which is March 14 with elections from 5 PM – 8 PM and an 8 PM meeting. 2nd by Rae Rusnak. Motion carries.

Election results: 17 total ballots cast including 2 absentee. Supervisor: Kerry Olson: 16 votes,  1 blank. Clerk: Tamra Berg: 16 votes, Sherry Goplen: 1 vote

Wanamingo Township January Meeting Minutes, January 20, 2022

The January meeting of the Wanamingo Township Board was called to order at approximately 5:30 PM on Thursday, January 20, 2022, by Chairman Tom Shane.  Member’s present were Supervisors; Tom Shane, John Hegseth, and Kerry Olson. Clerk; Tamra Berg and Treasurer; Nancy Hegseth.  The Pledge of Allegiance was said.  Clerk’s report was read by Tamra. Motion by Kerry to approve the minutes 2nd by John.  Motion carries.  

County Commissioner Todd Greseth was present to give an update on what is happening at the County and to answer any questions we may have.  The Boyum pit was discussed.  Township has been dealing with this for several years and Bruce Boyum is in violation.  Tamra has sent emails to the County asking for a status with no response.  Todd will follow up on this.  Todd also stated that Bruce is in violation of the buffer strip requirement and has not responded to letters he was sent from the County.  He will be accessed fines for failing to comply.  The ARPA (American Rescue Plan) dollars can now be used for the township’s general fund and can be used towards roads.  Todd is still pushing to get the radios replaced.  They are currently obsolete, but they do still work.  Tom asked about County #6 stating it was rough.  Todd is also working on wages and budgets.  The County is having trouble filling job openings.  It was mentioned that Rice County is building a new jail.  Grant money was used to help purchase the e-ballot machines.  Townships were not asked for their input.  Todd stated those machines will be most helpful to the election staff at the County level.  The board thanked Todd for attending our meeting and for making himself available.

Treasurer's report was read by Nancy.  Motion by John to approve the treasurer’s report.  2nd by Kerry.  Motion carries.  

Present bills: Motion by Tom to pay Kerry 2nd by John. Kerry abstains.  Motion carries.
Kerry made a motion to pay the remaining bills.  2nd by Tom.  Motion carries.

Tom will be on vacation from March 16 until April 30.  Tamra will check at the bank to see if John can sign the checks in Tom’s absence.

Building Permits: Discussion about the Koncur solar project.  Tamra showed the board the emails/photos she was sent.  Do we treat this as an Ag permit?  

Old Business:
Maps done for County for mileage: Kerry and Tamra need to go over the roads on map.  Still working with Leon, Cherry Grove and Holden Townships for updated agreements.
    Planning & Zoning: nothing to report    
Road Updates:  Kerry got the snow plowed.  Roads are down to bare rock.  Winter’s been good so far.  Still need to do some tree cleanup.  Kerry needs to get trees by James Berquam taken care of but will wait for warmer weather.  He will need to haul those branches away.  Equipment is in good shape.
Bridge Update:  Fitzgerald has gotten the bid for the Berquam bridge.
Boyum Pit:  Addressed this earlier with Todd Greseth    

New Business:
    December calls for service were 30. A burglary and vehicle theft were noted.
    Tamra has sent the County a completed exemption form for the town hall property.
    Tamra has sent the County the polling place resolution that was approved at the November meeting.  This must be done yearly.
    2022 Township Election: Both Kerry (Supervisor) and Tamra (Clerk) have filled out the candidate filing forms and paid the $2.00 filing fee.  Money was given to the Treasurer.
    Email from Lavon Augustine stating the Wanamingo Township Board of Appeal & Equalization meeting is scheduled for Wednesday, April 20th at 3:00 pm. John will take the online class as Tom will be gone.  Will need both Kerry and John in attendance that day.
    Compensation survey request from Featherstone Township.  Board is okay with sharing.
    Tom made a motion to appoint the following election judges for the March 8, 2022 annual election:  John and Nancy Hegseth, Tom and Leah Shane, Dorothy Hjermstad, and Rae Rusnak.  2nd by John.  Motion carries.  Leah, Nancy, and Dorothy have agreed to work the election from 5-8.
    Absentee voting will be Feb. 4 – March 8
We will need to hold a Board of Audit at the Feb. 17th meeting.
Township Election and Annual Meeting: Tuesday, March 8 with voting from 5-8 PM.  Annual meeting will follow.  Board of Canvas will follow meeting
 MAT Spring Short Course in Rochester on March 15
Goodhue County Officer’s meeting will be in March and Fire Dept. Meeting is Feb. 7
2021 W/2’s will have to be printed and distributed.
MATIT Work Comp Audit due Jan. 31

Other business:
 Kerry will attend Leon Township’s next meeting as they have requested that he take care of the west side of Hwy 52 due to the difficulty of crossing the highway.  Tom said he would attend the meeting with Kerry.

Wanamingo Township February Meeting Minutes, February 17, 2022

The February meeting of the Wanamingo Township Board was called to order at approximately 5:30 PM on Thursday, February 17, 2022, by Chairman Tom Shane.  Member’s present were Supervisors; Tom Shane, John Hegseth, and Kerry Olson. Clerk; Tamra Berg and Treasurer; Nancy Hegseth.  The Pledge of Allegiance was said.  

Building Permits: Joe Koncur was in attendance to apply for a solar permit for a stand-alone unit.  Tamra had been in communication with both Joe and Ben Maki (Livewireguys) since December of 2021 when the inquiry was first made.  Board had previously reviewed the information from Ben and Tamra had contacted the County as the township has no ordinance for solar. Kerry made a site visit to the Koncur property to verify setbacks.  Motion by Kerry to approve the building permit for a solar unit.  2nd by Tom.  Motion carries.  Fees collected were accessed the same as a building permit as this has no connection to ag.

Clerk’s report was read by Tamra. Motion by Kerry to approve the minutes 2nd by John.  Motion carries.

Deputy Jim Lawler stopped in to see how things were going.  It was asked if catalytic converters were still an issue.  Thefts have slowed a bit as the county is working with Iowa as there is a connection between states.  John asked about lighting at intersections.  There is no light at #60 and #1 and there should be.  Deputy wasn’t sure if that was a county or highway issue. County Commissioner Todd Greseth also attended.  The mining pit issue is being addressed.  Todd also feels that the original permit holders of the pit should share some responsibility in getting it reclaimed.  Tamra was informed that this would be an item at a county enforcement committee meeting at the end of Feb.  Both men were thanked for their attendance and for the updates.

Treasurer's report was read by Nancy.  Motion by Tom to approve the treasurer’s report.  2nd by John.  Motion carries.

Kerry made a motion to pay the remaining bills.  2nd by John.  Motion carries. Needed to make correction to signed Claims form from 1/20/2022 with supervisors’ signatures.
 

Old Business:
Maps done for County for mileage: Kerry and Tamra had met and reviewed the maps. It was felt that the county may need to help us.  The townline road agreements were discussed.  Kerry feels that whatever township road needs rock that it gets taken care of by the township doing maintenance on that road.  Kerry will attend Leon’s meeting as they have also requested that he take care of the west side of Hwy 52 due to the difficulty of crossing the highway. Tom will attend Holden’s.  Tamra will get an agreement written up and sent to the clerk. John will attend Cherry Grove’s.  Tamra has not had a response to her previous email to their clerk, so will have to send another.
    Planning & Zoning: nothing to report    
Road Updates:  Kerry said roads are down to bare rock. He still needs to cut some trees but is waiting for warmer weather. He has been working on some equipment.
Bridge Update:  Tamra got an email from Corey Wersal and the 63rd Ave. bridge has a July construction date due to supply delays. 90th Ave is slated for 2023.
There is talk of having a Goodhue Officers meeting in March
The Wanamingo Fire Dept. meeting was attended by John, Nancy, and Tamra.  The old ambulance is now an equipment truck.  They are getting used radios from Red Wing.  Turn-out gear continues to be replaced as they do so many a year.

New Business:
    January calls for service were 26
    Indebtedness form has been completed by Tamra and sent to the County
    Tamra picked up absentee voting supplies in Red Wing. Absentee voting is Saturday, March 5 from 10-noon at the town hall with Monday, March 7 as the last day to apply for an absentee ballot. Election voting is Tuesday, March 8 from 5PM-8PM with the annual meeting to follow. Board of Canvas will follow the annual meeting.  
    Tom made a resolution appointing John Hegseth Vice-Chair. 2nd by Kerry.  Motion carries.
    Notice of election and sample ballot are posted.  Notice sent to the newspapers
    Discussion of min. maintenance road on 420th.  Primary use is a field road.  Could we vacate it?  Tom will call the MAT attorney.
    Annual Meeting presentation for ambulance will be by Gregg Erickson, roads by Kerry Olson, Fire Dept. by John Hegseth, zoning by Tamra Berg.  Will ask that the deputy report be shortened.  Will let residents know of the bridge construction on 63rd and that the township will have money coming back.  Will let them know of the ARPA money.
    The supervisors reviewed the Board of Audit with treasurer and clerk locating random canceled checks and deposits selected by the supervisors. Reporting forms and statements were reviewed.

Wanamingo Township March Meeting Minutes, March 17, 2022

The March meeting of the Wanamingo Township Board was called to order at approximately
5:30 PM on Thursday, March 17, 2022, by Vice-Chairman John Hegseth. Member’s present
were Supervisors; John Hegseth, and Kerry Olson. Tom Shane was absent. Clerk; Tamra Berg
and Treasurer; Nancy Hegseth. The Pledge of Allegiance was said.
Holden Township Supervisor Bryan Hagen was present to discuss the town line road agreement.
There was discussion concerning the statement in the agreement “Gravel will be put on at 200
yds per mile every even year with each township taking care of the rock cost for their division”.
Bryan felt that was too light of an amount. Tamra had copied that statement from the 2002
agreement. It was decided to remove that statement from the updated agreement and each
township will use their best practices for the road maintenance in which they are responsible for.
Tamra will make the change and email the updated agreement to the Holden Clerk. The board
thanked Bryan for taking the time to personally discuss the agreement.

Building Permits: Phone inquiry made from Brian Hetzel who had bought the bare Oates land.
He was hoping to build a new house. Clerk informed him that he is in an oversized section
which requires 53 acres to build per the township ordinance and he only has 40 acres.
Reorganization Meeting and Swearing in of Officers was called to order at 6:19 PM by
ViceChairman John Hegseth. Kerry Olson was sworn in as supervisor and Tamra Berg was
sworn in as clerk. Separate reorganization meeting information is filed. Regular meeting
continued at approx. 6:36 PM
Old Business:
Maps done for County for mileage: After discussion it was decided to remove this from
our agenda. The County has not been able to assist the township with the GPS tools that they said
would have been able to give us an accurate township mileage amount.
Planning & Zoning: Planning for an April 12 meeting
Road Updates: Kerry took off the winter equipment and has started to blade the roads.
Kielmeyer has extended their contact. Motion by Kerry to accept the contract extension for
2022. 2nd by John. Motion carries.
The town line agreement for Cherry Grove township still needs to be reviewed with John
planning to attend their township meeting. Leon and Holden have been reviewed.
No new information concerning the bridges
There was a scheduled County enforcement meeting to discuss the Boyum Pit but it was
cancelled due to weather.
Kerry still has to take care of James Berquam’s trees
There has been no notice of a Goodhue County Officer’s meeting for the end of March.
New Business:
February calls for service were 22
Election results were: Supervisor, Kerry Olson: 16 votes and 1 blank. Clerk: Tamra Berg:
16 votes and Sherry Goplen 1 vote. Total of 17 votes cast which included 2 absentees.
It was decided to wait until Tom returns to do the road inspections. When there is a date,
this notice will need to be posted.
Goodhue County will continue to be represented by Angie Craig till Jan. 2023
MAT Spring Courses were held via webinar. John viewed the Supervisor’s webinar on
March 15, Tamra and Nancy viewed the Clerk and Treasurer webinar on March 16.
John made a motion to donate $1000 to the Goodhue County Fair Board and $400 to the
Goodhue County Historical Society. 2nd by Kerry. Motion carries.
John made a motion to certify the township levy as discussed at the annual meeting with
General $30,000 Road and Bridge $145,000 Fire $22,000 Total $197,000. 2nd by Kerry. Motion
carries.
John made a motion to accept the resolution to offer a bounty of $20.00 per coyote and a
$1.00 bounty per gopher plus ½ cost of bait. 2nd by Kerry. Motion carries.
Motion by John to approve March 14, 2023, for the township annual election and meeting
with the same voting and meeting times as 2022. 2nd by Kerry. Motion carries.
Board of Appeals will be April 20, 2022, at 3 PM at the town hall. Notice will be
published and posted.
DS200 voting machine is at the county for software updates.
Hwy 52/Hader meeting was on March 16, 2022, in Zumbrota. Both Tamra and Kerry
attended. DOT has sent Tamra a map showing an area for the township equipment to back up on
114th. Kerry felt there would be plenty of room to maneuver the equipment.

Wanamingo Township April Meeting Minutes, April 21, 2022
 
The April meeting of the Wanamingo Township Board was called to order at approximately 5:30 PM on Thursday, April 21, 2022, by Vice-Chairman John Hegseth.  Member’s present were Supervisors, John Hegseth, and Kerry Olson. Tom Shane was absent. Clerk; Tamra Berg and Treasurer; Nancy Hegseth.  The Pledge of Allegiance was said.   

Sheriff’s deputy Rob Troolin stopped in to see how things were going and if we had any issues.  Discussion about the current Hwy 52 road construction. The deputy stated they have a speed trailer available for use.  Mychal Johnson with the county will need to be notified if we want to use it.  Road barriers could be placed stating local traffic only but with field work taking place it was felt that would be an inconvenience.  There was a recent catalytic converter theft from 7 vehicles from the old Golden Fox parking lot.  It appears to be the same group doing these thefts. Busiest days for deputies are Mon,, Tues., and Thurs. With the cost of fuel increasing many gas stations are doing pre-pay at the pump to help eliminate drive offs.  County is getting another K-9 and will then have three dogs. They also have drones which can aid in locating lost or injured people at night among other things. The Deputy was thanked for his service and for attending our meeting to keep us up to date.

Building Permits: None

Old Business:
    Planning & Zoning: Tamra, Rae and Gary met on April 12. Would like to add CER ratings and setbacks to our ordinance. Hakon has resigned. Kerry had called Jeff Engstrom to see if he was interested in replacing Hakon and he was.  Motion by Kerry to appoint Jeff Engstrom to the Wanamingo Zoning Board replacing Hakon.  2nd by John. Motion carries.
    Road Updates: Kerry has gotten all the roads bladed at least once.  Trees have been taken care of at James Berquam’s. Kerry will try to do some shouldering. Will keep maintaining until we get the rock put down. Will watch for billing on 110th Ave. (Soil Center).
    Calls from Lori Quam and Leo Nesseth worried about additional traffic on 415th due to Hwy 52 construction. It was decided to wait and see if the traffic gets worse. John noticed traffic increase on Co. 30.
    John will attend the next in-person Cherry Grove township meeting which is the 2nd Wed. of the month at 8 PM to finalize the townline agreement.
    No updates on the bridges
    Boyum Pit: The County held an enforcement meeting on March 8.  The Boyum pit was a significant topic.  The County’s attorney’s office is involved.
    The Local Board of Appeals was held on Wed., April 20, 2022 at 3 PM at the town hall.  Lowell and Kate Peterson were present to question their value increase.  County will be doing a site visit.  Joe Koncur had called the County but was not present.
    Tamra wanted to go on record as not accepting the salary increase that the board decided on at the Reorg. meeting.  She reviewed the compensation survey sent out and spoke with Belle Creek and emailed Vasa. Tamra felt our salaries are in line with the other townships.

New Business:
            March calls for service were 31
            Road Inspections: Will set a date in May for a June inspection. Discussion about road signs. Kerry will order some “no thru traffic” signs.
            John made a motion to accept the Resolution Reestablishing Precincts and Polling Places. 2nd by Kerry. Motion carries. This was requested by the County and a copy will be sent to them.
            Tamra got a call from Minnesota BAS (Boundary and Annexation Survey).  She told them there is no change to our boundaries.
            Tamra has sent the County and MAT the updated Officer’s form
            Tamra was sent a notice from Holden Township concerning a Conditional Use Permit application for David Voxland who wanted to sell 8 acres of woods as a building site.
            Received a notice that the County redistricted Featherstone Township from District 4 to 2
            Hwy 52 road project delayed due to weather.  April 21 is the start date.
            Notice of filing for 2022 State General Election has been posted.
            Tamra will attend Clerk election training on May 10 in Red Wing

Wanamingo Township May Meeting Minutes, May 19, 2022

The May meeting of the Wanamingo Township Board was called to order at approximately 5:30 PM on Thursday, May 19, 2022, by Chairman Tom Shane.  Member’s present were Supervisors; Tom Shane and John Hegseth, Kerry Olson was absent. Clerk; Tamra Berg and Treasurer; Nancy Hegseth.  The Pledge of Allegiance was said.  Clerk’s report was read by Tamra. Motion by John to approve the minutes. 2nd by Tom.  Motion carries.  

Building Permits: Peter Kreidermacher was present for a storage shed permit.  The board reviewed his plans. Tom made a motion to approve the building permit. 2nd by John. Motion carries.

County Commissioner Todd Greseth was present to check in. He stated that the County has purchased a mobile command center which was a big expense.  He mentioned the upcoming Sheriff’s election with Marty Kelly refiling along with Josh Hanson. The Boyum pit was touched on as this is still ongoing. Todd also mentioned the Boyum’s are in violation with the buffer strip law that requires a 50-foot buffer along rivers and streams. Todd said that the County is in union negotiations with the unions looking for salary increases which will affect the County budget. The board thanked Todd for attending and keeping us informed.

Treasurer's report was read by Nancy.  Motion by John to approve the treasurer’s report.  2nd by Tom.  Motion carries.

Tamra pointed out that we have a slight reduction in our insurance premium as the voting equipment has been removed.  The County will store and insure the equipment in Red Wing.

Old Business:
    It was pointed out to Tom that we have removed the Maps done for County for mileage from the agenda as it was decided that the County was not helping with this.
    Planning & Zoning: At the April meeting the board appointed Jeff Engstrom to replace Hakon.
    Road Updates: Kerry was not in attendance, so no report was given
    John needs to attend the Cherry Grove Township meeting to discuss the townline road agreement. Wording needs to be adjusted to determine where the split on 460th St. should be. We need to get a signed townline agreement from Holden Township.
    No updates on bridges
    Tamra has emailed the County for an update on the Boyum pit and had no response.
    Board of Appeals: Peterson’s property was reviewed, and assessor is recommending a $12,500 reduction to the County Board. It was at $606,000 it would then be $593,500.
    A thank you from the Goodhue County Historical Society was received.
    We should follow up on the noxious weed issue on the Amundson and Keller properties.
Margaret Greseth informed Tamra of increased road traffic on 415th St due to the Hwy 52 construction. Tamra will contact MNDOT/County about getting a local traffic sign and if they
could help with chloride application to reduce the road dust.

Tamra attended clerk election training on May 10 in Red Wing. There will be upcoming election judge and poll pad training. Chad Quiggle is interested in being a judge.

Wanamingo Township June Meeting Minutes, June 16, 2022

The June meeting of the Wanamingo Township Board was called to order at approximately 5:30 PM on Thursday, June 16, 2022, by Chairman Tom Shane.  Member’s present were Supervisors; Tom Shane, John Hegseth and Kerry Olson. Clerk; Tamra Berg and Treasurer; Nancy Hegseth.  The Pledge of Allegiance was said.  Clerk’s report was read by Tamra. Motion by Kerry to approve the minutes. 2nd by John.  Motion carries. Treasurer's report was read by Nancy.  Motion by John to approve the treasurer’s report.  2nd by Tom.  Motion carries. Nancy thought money would need to be moved from the money market account into the regular checking due to the plow truck payment. We have the remaining ARPA money and Property tax income coming so we will not send the plow truck payment until after those funds are deposited. Plow truck payment is due July 20.

Old Business:
    Planning & Zoning: nothing to report
    Road updates: Kerry has finished getting rock on the roads that will get chloride. Kielmeyer stated they will be back by the end of June to finish the rest of the roads. Sprayer is near completion and then Kerry will start spraying what weeds are visible. Kerry has dug out road by Jessica Page’s (110th Ave.) due to a severe frost boil. He then put down class 5 material. There is another spot near there that needs to be looked at. Fill from that project is being stored at the town hall until a spot to put it is found. Kerry has gotten a list from Luhman’s for the residents that have chloride applied by them.
    Road Inspections were held on May 26. 430th and 70th need street signs. Will need to place a curve sign on 66th by Pearson’s due to the sharp curve in the road. Kerry has made notes in the road book.
    John still needs to attend Cherry Grove’s township meeting to finalize the townline road agreement. Tamra has sent an email to Holden Township to let them know we have not received their signed agreement yet.
    No new information on the bridges. Tamra will check with the County.
    Boyum pit is still being looked at by the County.
    Tamra received an email from the County concerning the noxious weeds issue on the Keller and Amundson properties. The County has looked at both locations.
    Tamra addressed concerns about additional traffic and dust on 415th due to the Hwy 52 project with MNDOT. They will have a local traffic sign placed on the east and west sides of the road. The township would have to have records for chloride usage to show an increase. Since the residents pay for the chloride, we have nothing to show them. Kerry will be putting rock down on 415th and he’ll see how things are after that is done.
    The frontline worker pay was discussed. Kerry was made aware that according to MAT as the maintenance employee he would qualify for it. Kerry stated he will not be applying for it.
     Tamra, Rae, and Chad have attended in-person poll pad training. John and Nancy attended in-person election training on June 13.  Tamra and Chad will do in-person training on June 21.

Wanamingo Township July Meeting Minutes, July 21, 2022

The July meeting of the Wanamingo Township Board was called to order at approximately 5:30 PM on Thursday, July 21, 2022, by Chairman Tom Shane.  Member’s present were Supervisors; Tom Shane, John Hegseth and Kerry Olson. Clerk; Tamra Berg and Treasurer; Nancy Hegseth.  The Pledge of Allegiance was said.  

County Commissioner, Todd Greseth was present to give an update.  He stated that due to the terminal cancer diagnosis of Commissioner Paul Drotos he was being replaced by interim Sue Betcher. The Board of Equalization stated that property values are up 19%. The County is still trying to use some of the ARPA funds for new radios. They have secured an Emergency Response Vehicle and are applying for a grant to help cover some of its’cost. The Bench Street landfill has been transferred to the State, so the County and Red Wing will no longer hold any liability. The Boyum Pit issue is in the County Attorney’s office. They are trying to get Steve Boyum and Dean Perrson to hold some liability as they were the original permit holders. The County Commissioners will hold a meeting during the Goodhue County Fair. The County is short of employees. Nancy asked Todd about the missing stop sign by Marlon Swiggum’s. That needs to be reported to the State as it’s on a Hwy. Nancy said there are signs on Co. 30 that are still not in place. The Board thanked Todd for attending our meeting and keeping us informed.

Tom was wondering about the Luhman’s chloride bill. It seems this is a problem every year where rock is put down over the chloride. Kerry said that the gravel truck got to the road before he did. Kerry has gotten a list from Luhman’s so he will know which residents have it applied. Should those areas be marked by the residents?

Building Permits: Tom stopped by Anfinson’s several times but found no one home. Board would like a letter sent to Brian asking him to attend the next meeting to request a building permit. John had also checked with the County and no permit was issued by them either.

Old Business:
    Planning & Zoning: nothing to report
    Road updates: Kerry said the rock is down and there were no issues. He felt that Kielmeyer’s did a nice job. First cut of mowing has been done. Kerry will mow the complete ditches and then get the weeds sprayed. 110th Ave Road is finished. Brian Flom took the junk culvert and some fill from the town hall. Less for Kerry to get rid of. Anderson rock hauled on 110th for repair. A total of 9200 tons was put down on the roads. Foss road should be in good shape.
    Road Inspections: Kerry has ordered the signs. Discussion concerning replacing the minimum maintenance road sign by Feuling’s with a no throughfare sign. No road dollars are received from that road. John will have to check with MAT to see what they say.
    Townline Road Agreements: John has not met with Cherry Grove township to discuss this. Will need to contact someone on their board. Tamra had sent an email to Holden Township but had not heard back from them.
    Bridges: Kerry has talked with Corey Wersal (County) and they thought construction would occur the 1st week of August for L0698 as there is an issue with getting the rebar. Fitzgerald Construction is doing the work. Tamra had also spoke with Ethan Seaberg and he said we can get all our engineering billings to the County and we would receive reimbursement after the $10,000 engineering fees are deducted. Kerry also said there is a big stump under the bridge but will leave it since construction will soon take place. Kerry also said there is netting in place on either side of the openings to prevent the barn swallows from nesting.
    Noxious weeds: letter from the County so Kerry is aware. Amundson’s have mowed their
pasture so that probably helped.
    415th St.: Tom ran into Dan Greseth who said the road is too dusty. Kerry will check it.
    Grader: Motion by Tom to buy the 2017 JD Grader. Sell the Volvo. Secure a loan from Security State Bank of Wanamingo for $160,000 at 4.75% for 5 years with annual payments starting August 1, 2023. 2nd by John. Motion carries.

New Business:
    June calls for service were 27
    Tom made a motion to approve the resolution to appoint Tom and Leah Shane, John and Nancy Hegseth, Dorothy Hjermstad, Kim Thompson, Rae Rusnak, Chad Quiggle, Kerry Olson and Tamra Berg as election judges for the Aug. 9, 2022, Primary Election. 2nd by Kerry. Motion carries. Tamra will write up a schedule and send it out to the judges.     
    MATIT will update to an online website for submitting claims/worker’s comp.
    Reminder that there is a District 4 Meeting and Election Wed, August 10 in St. Peter
    Kerry will order a crosswalk sign for the church to be reimbursed by them

Wanamingo Township August Meeting Minutes, August 18, 2022

The August meeting of the Wanamingo Township Board was called to order at approximately 5:30 PM on Thursday, August 18, 2022, by Chairman Tom Shane.  Member’s present were Supervisors; Tom Shane, John Hegseth and Kerry Olson. Clerk; Tamra Berg and Treasurer; Nancy Hegseth.  The Pledge of Allegiance was said.  

Dale Gade with SRF which is a contract company under MNDOT was present to discuss the Hwy 52 project between Hader and Zumbrota. MNDOT is working on shutting off accesses to Hwy 52 so they will need to establish frontage roads. Dale’s compa    ny works on gathering input from the local communities to hear what the needs might be. He will set up another meeting for further discussion. The Board thanked Dale for keeping them informed.

Sheriff’s Deputy Matthew Garrick attended to touch base with the township. There continues to be catalytic converter thefts along with other items. Tom asked if anyone has been caught. Sheriff’s office is watching certain individuals but need definite proof to prosecute. Matthew stated if you see something say something. Better to report a suspicion than to have something bad happen. It was mentioned that there is increasing speed on #1 and #9. The Deputy was thanked for attending and keeping the community safe.
County Commissioner Todd Greseth was present to update the board on County activities. Commissioner Paul Drotos has died. Susan Betcher has been appointed to fill Paul’s spot. There will have to be a special election to fill Paul’s term. County has gotten a grant to purchase the Mobile Command Center and they will use some ARPA money. Todd still wants to see some new radios purchased. They are working on a County budget. Tamra asked about the Hazardous Recycling Program as she had volunteered for many years and was told that they can no longer have volunteers due to insurance liability. Todd will look into that. Boyum pit issue is at the County Attorney’s office. The Board thanked Todd for attending.

Building Permits: Tom asked if Tamra had sent Brian Anfinson a letter stating he needed to come to a meeting and apply for a permit. Tamra had been told by John not to send a letter because he was told by the County that Brian was aware that he needed a township permit. Tamra will send a letter to Brian asking him to attend the Sept. meeting. A penalty will also have to be imposed as he continued his project without having a permit.

Old Business:
    Planning & Zoning: Tamra will set up a meeting in Sept.
    Road updates: Kerry said the roads are in good shape. Mowing is ongoing. He wants to spray weeds in Sept. The sprayer is completed. Kerry wants to use the excess dirt to fill in dips in the ditches. Harlan Hjermstad had called and asked if some dirt from Emmanuel’s cemetery could be put on the township’s side. Kerry gave the okay.
    Road Inspections: John has called MAT concerning the minimum maintenance road situation and has not heard back. Tamra will ask Barb St. John for assistance as Holden Township worked with removing a minimum maintenance road. Tom will follow up with that information. Kerry has put up the signs. He will order some others.
Townline Road Agreements: No updates. Tamra will follow up with both Cherry Grove and Holden Townships
    Bridges: No activity on L0698 (63rd Ave). Nancy did get money from the County. This covered the reimbursement of engineering fees so upon completion of the bridge we will have to pay $10,000 to the County for the construction of the bridge.
    Noxious weeds: Tamra received a letter from Goodhue Soil and Water concerning noxious weeds. We will have Chad Hildebrand come to a meeting to discuss. There are still concerns about the Keller property.
    415th St.: Road has been rocked so it should be in good shape now
    Grader: Tom took care of the loan note at the bank. Nancy and Tamra did not have all the information needed to pay RDO so the bill will be paid in Sept. Nancy was given the check from the sale of the Volvo. Kerry will write up a bill of sale and Nancy will give Kerry a deposit receipt showing the township received those funds. Tamra will need to contact MAT to switch insurance to the JD grader. Kerry will contact RDO telling them the status of the payment and get some repairs completed.
    Primary was held Tues. Aug. 9 with voting from 7 AM- 8 PM. Thanks to all the judges who helped. We had 76 voters.  New poll pads were a learning experience.
    District 4 Meeting and Election was on Wed, August 10 in St. Peter.

Wanamingo Township September Meeting Minutes, September 16, 2022

The September meeting of the Wanamingo Township Board was called to order at approximately 5:30 PM on Thursday, September 16, 2021, by Chairman Tom Shane.  Member’s present were Supervisors; Tom Shane, John Hegseth, and Kerry Olson. Clerk; Tamra Berg and Treasurer; Nancy Hegseth.  The Pledge of Allegiance was said.  Clerk’s report was read by Tamra. Motion by Kerry to approve the minutes. 2nd by John.  Motion carries.

Goodhue County Sheriff’s Deputy Jen Hofschulte stopped in to check to see if there are any issues in the township that anyone is concerned about.  She reported that there have been thefts in the area.  Catalytic converters are still being stolen.  She was told that the local car repair shops are not marking or etching the catalytic converters.  She said there are other towns that are offering it, but she was told our residents would like to patronize their local businesses.  She will check on this.  She stated that if we see anything suspicious to report it.  The Board thanked her for attending and for her service.

    Planning & Zoning: Tamra will suggest to that Board that a demolition permit be attached when a township building permit for a replacement dwelling is issued.
    Peterson house:  Lowell Peterson has met with Wanamingo Fire Chief Brian Gutknecht concerning the burning of the old house on his property at 7307 County 44 Blvd.  He would also be applying for a grant.  The township will send the Peterson’s a formal letter informing them that they are in violation of the township’s zoning ordinance which stated they were to have removed the old house three months after taking occupancy of the new house.
    Road Updates:  Kerry has been doing general road maintenance.  He has started fall mowing.  Frontier Phone has marked their lines by the culvert replacement at 66th and 410th.  Kerry called Gopher One again to mark it as their initial markings were poor.  Kerry talked to Cindy Pearson to let her know that the township will be replacing the culvert at the end of her driveway.  There is a large tree that needs trimming, and he will stack the wood for the Pearson’s to use.  Road will need to be closed during the culvert replacement.  Kerry needs to talk with James Berquam about trimming some trees that are encroaching on the township road by his home and also inform him of the road closure.  Kerry plans to get the culvert work done next week,  He can get fill from Hader Farms.  Kerry has talked with Mathiowetz Construction concerning 114th Ave. and the fact that it will no longer be a throughfare.  County Commissioner Brad Anderson has also been made aware of the township’s concern in maintaining this road.  Tom stated that 100th Ave. got graded by mistake which removed some chloride.  Will wait and see if rain helps otherwise Kerry said he will get it fixed.  
Bridge Updates:  Kerry and Tamra met with Richard Berquam so he could sign the easement agreement for the 63rd Ave. bridge (L0698).  The project should be done in the spring of 2022.  The township may be getting the cost overrun money sooner than later.
American Rescue Plan has an Oct. 4 deadline.  Tamra is working on the paperwork.
    An email and picture have been sent to Frontier with regards to their $977.23 bill on damage to their box by James Wilkus’ driveway stating the township did not do the damage.
    Kerry has checked the field approach on 66th Ave where Greg Berg placed dirt and did not see any water on the road after a large rain.  He thought he would just shave it off a little.
 There will be a conference on Sept. 16 in Owatonna to discuss broadband.  No one attended.  Will see if we are sent any follow-up information.

Update on Boyum Pit:  The County has sent letters to Bruce Boyum with no response.  They will have to have one hand delivered.  The County may have to resort to legal measures if Mr. Boyum continues to ignore the fact that he is in violation of both the County’s and Township’s mining ordinance regarding reclamation.
    No one attended the virtual 2021 MAT Educational Conference on Sept. 9-11.  
    Township has no need for 2022 Sealcoat and Bituminous with Goodhue Public Works
    Tom made a motion to write up a support resolution for requests for radio purchases using Goodhue County’s ARPA dollars.  2nd by Kerry.  Motion carries.
    Tamra let the County know that the township would use Emmanuel Church for an alternate election location.
    Tamra sent an email to Randy Shoen with Mathiowetz Construction concerning a request for a material change on Hader Trail that stated the Township Board is okay with the change.

Other Business:
    John mentioned the issue of noxious weeds in abandoned pastures.  What is the process?  Who acts as the weed inspectors?  Need to check on this.  Weeds are seen in the pasture owned by Ryan Amundson.  He should be sent a notification letter.  Tamra will check the MN Dept. of Agriculture website for more information on this.  
    The custom-built sprayer to be used by the township is still being built.

    No one will be attending the MAT meeting on Oct. 14-15 in St. Cloud
    Kerry mentioned that we may need a turn around on 420th so he doesn't damage Len Feuling's new asphalt. Tom will talk to Len about this.

    General Election will be Tuesday, Nov. 8 with voting from 7 AM- 8 PM. Tamra will write up a schedule and send to the election judges. Tom does not want to close the polls so Kerry said he would. If John is needed as a backup he would prefer the middle shift. Nancy can work wherever needed.     
    Tom will be out of town Nov. 12 – 20. Nov. meeting will be moved to Nov. 10
    Recorded Roads: Ours are not recorded with the County, Tamra did some checking with Steve McNamara in Belle Creek as their township has recorded their roads. This was done in the late 1980's and it is an expense. Not sure if this is of any value to the township to do. There are many townships that have not had their roads recorded.
    There is a Land Use Informational Meeting December 8 ,7-10 PM in Zumbrota
    There will be MAT training for Board of Appeals and End of Year Procedures in November in Rochester
    Board of Appeals is scheduled for April 20, 2023 at noon. Tamra will check to see if all the supervisors are up to date on their training.

There was discussion concerning an additional engineering bill for the L0698 bridge. Costs were due to extra features that the Berquam's requested. Tamra had talked to the County and we need to pay the bill and then the County will reimburse us as there needs to be a paper trail.

County Commissioner Todd Greseth was present to give an update. He stated there was a good voter turnout throughout the County. They are working to reduce the levy. Health & Human Services are in contract negotiations. They will finalize the budget in Dec. Planning for a new bridge on Co. #2. Staffing continues to be an issue. The board thanked Todd for continuing to keep us informed on the County issues.

Planning & Zoning: County is hosting a Land Use meeting on December 8
    Road updates: Kerry needs to blade before it freezes as there is some wash boarding. Grader is getting some work done in Rochester. Needs a new solenoid. Kerry wants to do one more pass then he will get ready for snow. At the election Jeff Pitzer had asked about chloride on 110th across from his property. Kerry informed him that the Soil Center chlorides that road but only to the north from their driveway and that the township residents take care of their own chloride application. Kerry suggested Jeff talk to someone at the Soil Center. There are still some road signs to be installed. Emmanuel Church will reimburse the township for the sign Kerry had ordered for them.        
    Road Vacation: still looking into this
Townline road agreements: John made a motion to accept the townline road agreement with Cherry Grove Township as written. 2nd by Kerry. Motion carries.
    Bridges: L0698 63rd Ave. bridge was discussed earlier.  90th Ave. bridge still needs easement issue with Carol Warmka cleared up.
    Boyum Pit: Tamra talked to the County and this issue is before the County Attorney but because Bruce never held a permit they can't go after him. Tamra was shown an aerial view of the property where it does look like the pit is being filled in.
    Noxious Weeds: Kerry had sprayed the West Woods road
    The General Election was on Tuesday, Nov. 8 with voting from 7 AM- 8 PM. Tamra felt we had a good turnout but with the new poll pads it is unknown how many absentee voters we had. We did have questions concerning write-ins and the County had to be called for clarification. Thanks to all the judges for helping.
    Tamra had recieved a call from Calvin Cook who owns property in the West Woods. He was interested in buying property from Steve Boyum to build a house. Tamra informed him of our township ordinance. He didn't think he could afford to buy 40 acres.
    

New Business:
    October calls for service were 13. Jeremy Lerfald has left Goodhue County
    Annual mileage report of 39 miles has been sent to the County
    Hwy 52 access will be open to the south at Hader on Nov. 15
    Tamra had gotten an email from Dale Gade with SRF Consulting concerning Hwy 52 and he is no longer with that firm. He had attended a prior meeting.    
    
Other Business:
    Kerry made a motion to have the Wanamingo Town Hall as the polling place for elections in 2023. 2nd by Tom. Motion carries.

 Wanamingo Township December Meeting Minutes,  December 15, 2022

The December meeting of the Wanamingo Township Board was called to order at approximately 5:30 PM on Thursday, December 15, 2022, by Chairman Tom Shane.  Member’s present were Supervisors; Tom Shane, John Hegseth and Kerry Olson. Clerk; Tamra Berg and Treasurer; Nancy Hegseth.  The Pledge of Allegiance was said.  Clerk’s report was read by Tamra. Motion by Tom to approve the minutes. 2nd by John.  Motion carries. Treasurer's report was read by Nancy.  Motion by Kerry to approve the treasurer’s report.  2nd by Tom.  Motion carries. Nancy mentioned that she had moved $80,000 into the momey market account but due to some large bills she will move some money back into regular checking. There is no penalty.

Present Bills: Motion by Tom to pay Kerry.  2nd by John. Kerry abstains. Motion carries
               Motion by John to pay the remaining bills. 2nd by Tom. Motion carries.

Building Permits: none

Old Business:
Planning & Zoning: Rae, Tamra and Jeff attended the Land Use Meeting on Dec.8 in Zumbrota. We were given a map to review what roads the township maintains and will bring back to the Feb. 11 meeting. Tamra and Kerry will have to mark the map accordingly.  Reviewed what the township requests a permit for. The County did say that they tell those requesting a County permit to check with their local township first.
    Road updates: Len Feuling stated it was okay for the township to back into his driveway to turnaround. There was concern as Len's driveway is now paved. Kerry was working on snow today (12/15). It was an effort due to the slush underneath. Some roads will need work in the spring. There are still a couple of street signs that need to be done.
    Bridges: Received another engineering bill for L0698. The township will need to be reimbursed by the County. Railings are not installed. Kerry felt that it was hard to see the bridge when plowing. Should there be reflectors? Tom said he would go with Kerry to check out the visibility issue. 90th Ave bridge is ongoing. Carol Warmka is aware of the situation.
    Boyum Pit: nothing to report. It is noted that the dairy property has been sold and there are gates installed at the entrances. Not sure if Bruce is able to access the pit.
    Board of Appeals will be on Thursday, April 20, 2023 at 12:00 (noon) at the Wanamingo Town Hall. Training: John 7/1/2025, Kerry 7/1/2024 and Tom 7/1/2024. Tom will be out of town. Tom also has concerns and will talk to them before then.    
    Tamra attended end of year training in Rochester.

New Business:
    November calls for service were 16. Jonathan Huneke is the new Chief Deputy
    Discussion concerning what the process is to vacate a road.
    Motion by John to close minimum maintenance roads. 2nd by Tom. Motion carries.
    Election filing for supervisor and treasurer from January 3 – January 17, 2023. Candidate filing closes on the 17th at 5pm, office will need be open from 1pm to 5pm.
    MAT Township Day at the Capital Feb. 1-2, 2023
    Goodhue Township annual meeting will be Sat. Feb. 11, 2023 at 9 AM
        Still looking for an additional board member
    Wanamingo Fire Dept. annual meeting will be Mon, Feb. 6 with social hour 6 PM
    Doug Kielmeyer has passed away.
